Job Overview
The Human Resources Director is an HR leader accountable to design, manage, and coordinate all core HR processes: recruitment, onboarding, performance management, compensation, payroll, and benefits administration, as well as employee relations and HR systems while ensuring compliance with company policy, contract requirements, and applicable federal, state, and local laws. The position will report to the company President and Sr. Leadership with project management needs as requested.
Job Duties & Responsibilities
KEY RESPONSIBILITIES:
- Independently lead core HR talent management processes such as and performance management and compensation.
- Manage recruitment, payroll, benefits, and HR systems, and ensure HR compliance with Federal, State, and Local laws. (Details outlined below)
- Provide HR guidance to business leaders on human capital matters.
- Create clear HR Communications and user-friendly processes.
- Conduct internal investigations in collaboration with the Legal and Compliance departments related to employment matters.
- Leverage available HR data to provide insights and inform improvements.
- Respond to employee inquiries in a timely manner.
- Proactively monitor the culture and employee engagement and provide leaders with recommendations to attract and retain top talent.
- Maintain detailed, complete, and compliant employee records.
- Coordinate response to Unemployment Claims.
- Manage employee relations and other issues as needed in support of the CHRO and/or Sr. Leadership.
- Support the B-Corporation Certification process & compliance requirements in partnership with the B-Corporation Certification owner.
- Other duties as assigned.
RECRUITING & ONBOARDING
- Design and manage the recruitment and onboarding processes to ensure a phenomenal candidate experience and the selection of the best talent for Phlow.
- Coordinate candidate interview process between agencies and hiring managers ensuring a highly differentiated “wow” experience for the candidate.
- Screen final candidates to ensure cultural fit.
- Provide proactive guidance to leaders on best practices for interviewing and hiring, ensuring consistency throughout the organization.
- Ensure that position requisition, compensation benchmarking & range approval, job description approval, FLSA Status, EEO Category, Pay Transparency Act guidelines, job posting, and offer letter & employment agreement processes are followed, involving the appropriate stakeholders and approvers.
- Ensure that required record-keeping for Affirmative Action Plan and other regulatory and contract requirements for posting and applicant tracking is complete and accurate.
- Prepares and communicates the status of the Affirmative Action Plan annually.
- Lead company onboarding process to successfully engage new hires into the Phlow culture and role.
HR SYSTEMS
- Own the vendor relationships, administration, training, and troubleshooting of all HR systems utilized at Phlow.
- Support HR, Accounting & Finance, Operations, and other departments & functions as a Subject Matter Expert related to HR systems and tools.
PAYROLL
- Directly processes multi-state payroll with a high degree of excellence.
- Check and audit payrolls to ensure compliance with applicable Federal, State, and local laws.
- Partner with the Finance department to resolve Payroll/GL reconciliation items.
- Coordinate with Finance to respond to agency inquiries about tax withholdings and tax audits.
- Provide high-quality customer service through clear, timely communication that makes payroll information understandable and accessible to every associate.
BENEFITS
- Provide timely responses to employee questions, requests, or concerns about benefits, LOA, policies, procedures, or programs.
- Facilitate new employee initial benefit education and election process.
- Partner with senior leadership and benefit consultants to manage the benefit plan renewal process each year.
- Communicate benefit plan offering, design, and premium during open enrollment annually.
- Manages open enrollment process, and ensures elections are represented accurately with carriers, and premium is correct for the payroll deduction process.
- Manage the ACA filing and ACA appeals process.
- Manage COBRA communications and enrollments.
- Audit, process, and approve benefit plan billing.
- Own 401k routine administration, supporting audits, and other duties related to 401K compliance.
- Serve as the primary point of contact for leave inquiries.

Professional Experience & Qualifications
- 8-10 years of experience in HR generalist role preferred. Subject matter expertise in recruitment, payroll, benefits, compensation, employee relations, and talent management.
- Demonstrated experience effectively partnering with executive and mid-level leaders in complex and dynamic business environments.
- Demonstrated success in multiple Human Resources functional areas including producing results with limited support or staff
- Strong verbal and written communication skills with the ability to connect with all levels of the organization.
- Direct experience processing multi-state payroll processes is required.
- Direct experience with benefits administration is required.
- Demonstrated knowledge and compliant application of federal, state, and locality-specific pay practice requirements.
- Demonstrated knowledge and compliant application of the Fair Labor Standards Act and Department of Labor Wage and Hour laws
- Advanced proficiency in HRIS & Payroll systems, preferably Paylocity.
- Advanced proficiency in MS Office products including Outlook, Word, Excel, PowerPoint, etc.
Education & Certifications
- A Bachelor’s degree in human resources, Business, or a related field from a four-year college or university is strongly preferred, substantive years of direct experience may serve as an equivalent to meet the requirement for formal education.
- PHR or SHRM-CP Certification preferred.

Physical Requirements
- Constantly required to see to utilize computer screens and monitors to perform job duties including reading & writing, as well as when presenting information and communicating with others.
- Frequently required to talk or hear to communicate with employees, candidates, vendors, and others, including presenting information in front of groups.
- Frequently required to reach with arms and hands performing repetitive motions and using finger dexterity to work primarily at a computer keyboard and with a mouse.
- Frequently required to sit, and occasionally required to stand or walk to move around primarily in an office environment.
- Occasionally lift and/or move up to 10 pounds.
- This position may require up to 5% travel with occasional increases in travel demands based on business needs.
