Job Description
The Director of Recruiting Strategy and Candidate Experience will be responsible for managing and delivering strategies linked to enterprise recruitment marketing, recruitment programs, community partnerships, college recruitment, and directing search strategy. This role contributes to the short and long-term strategies of the organization.
The Director will work in partnership with other Human Resources and Talent leaders across the organization to implement high-impact practices and programs designed to maximize performance and results via a consistent and meaningful enterprise recruitment strategy and candidate experience. The Director will partner with the business to conduct needs analysis while measuring recruitment effectiveness.
ESSENTIAL JOB FUNCTIONS:
  • Continuously leads in progressive talent acquisition strategies; combines traditional talent acquisition techniques (applications, cold calls, and internal promotions) with innovative strategies (social media, e-job fairs, College Forums, Referral Programs, etc)
  • Constantly performs internal and external research and benchmarking to adapt best Talent acquisition practices to continuously raise the level of recruitment service to the company.
  • Develops recruiting strategies. This may include job posting optimization, recruiting marketing channel development, job board procurement, digital and non-digital employment marketing, comprehensive recruitment campaign planning, talent planning, etc.
  • Partners with HRIS and stakeholders in the business to make strategic decisions and implement system enhancements to Oracle Recruiting Cloud
  • Drives an organizational culture of data integrity and compliance through the requisition, application, interview and hire process
  • Leads the Recruiting Strategy and Candidate Experience team as a training and ad hoc support resource to HR and business leaders for Oracle Recruiting Cloud
  • Implement and manage Talent Acquisition processes that align with our evolving needs - This will require gaining active buy-in and involvement from key executives throughout the Caesars organization
  • Develops and delivers the strategic direction of candidate experience journey from pre-applicant to day one of onboarding
  • Provides training, best practices and resources to Recruiting and HR functions to deploy throughout the company
  • Consistently evaluates Oracle Recruiting Cloud and other applicable system enhancements related to the candidate experience
  • Optimizes tools and resources provided to Talent Acquisition Leaders, Recruiters, and Hiring Managers
  • Provides training and in-market support as required to leaders and Human Resources and Talent Acquisition teams
  • Provides systems set up, training and support to new properties, and acquisitions during the initial hiring ramp-up
  • Leads the Recruiting and Candidate Experience team in maintaining internal tools and resources via our main communications channels which include the Company's intranet EmpireWire and MS SharePoint
  • Manages the direction of the recruitment marketing strategy through SEO of the caesars.com career site in partnership with the digital marketing team and ensures message aligns with EVP
  • Leads the team's strategic partnerships with recruitment marketing vendors (LinkedIn, Indeed, Career Builder, Glassdoor, and more)
  • Oversees the strategic direction of the traditional and digital marketing efforts, including social media, of the organization, provides best practices to in-market recruiting partners, HR and leaders
  • Evaluates, develops and implements strategy for internal talent career development and marketing of promotion opportunities to our internal talent pipeline for key roles in partnership with Talent Development
  • Partners with HR and leadership to develop and share best practices to attract talent and grow the pipeline organically and through internal/external referral programs
  • Recruitment agencies/consultants: Maintains relationships and consistency in practice with external recruiting sources such as executive recruiters and agencies in partnership with the Director of Talent Acquisition - Enterprise Strategic Recruitment
  • Subject matter expert on contingent and contract labor strategy which includes building partnerships and maintaining processes for firms to submit candidates to the company for direct placement/contract to hire/contract roles, and payment of associated contracted fees
  • Partners with purchasing and stakeholders in HR and business for agency labor contracts and RFP as needed
  • Partners with relevant internal and external stakeholders on diversity and early talent recruiting strategy, best practice development, training and execution of enterprise and in-market recruiting initiatives
  • Leads team projects with multiple stakeholders related to storing and records retention of applicants, candidates and Team Members hired in legacy and current systems
  • Ensure compliance with laws, regulations, and regulatory agencies relating to recruitment such as the Americans with Disabilities Act, Equal Employment Opportunity Commission, Fair Labor Practices, and State Gaming Licensing/Regulations.
  • Develops and implements policies and procedures in accordance with state and federal laws relevant to employment.
  • Lead organization with methods and actions that are ethical and in full compliance with all applicable laws, regulations, and Company policies.
  • Identify compliance risks and take actions necessary to eliminate or minimize risks.
  • Champion, within the organization, a commitment to honesty, integrity, and responsible corporate behavior.
  • Create a compliance culture within the organization and foster an environment where team members feel comfortable reporting potential violations or misconduct.

EDUCATION AND EXPERIENCE:
  • 5+ years of experience in Recruitment or a related field, including 3+ years in a management level role
  • Bachelor's degree required; graduate degree preferred
  • Experience prioritizing, delivering through direct control and influence, and managing continuous performance improvement
  • Strong interpersonal, relationship building, and consultative skills
  • Must have experience managing client relationships at the SVP level.
  • Ability to evaluate priority and multi-task accordingly. Ability to work within established time frames with limited supervision
  • Ability to effectively present information and respond to questions from groups of clients and the general public
  • Ability to create reports and write business correspondence
  • Strong Business Acumen and business analytical skills
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Strong business acumen and commercial awareness.
  • Must have a strong command of PowerPoint, Excel, and Recruitment ATS systems, Oracle Recruiting Cloud preferred.
  • Ability to effectively work with project teams and clients
  • Ability to work effectively in a fast-paced, stressful environment
  • Frequent travel expected
  • Experience and proven success in managing talent acquisition activities in a Fortune 500 company, desired
  • Demonstrated success in measuring and quantifying Talent Acquisition contribution to the business which may include but not limited to scope & volume indicators, level of satisfaction measurement, business impact, return on investment, and intangible benefits.
