Summary

The Volpe National Transportation Systems Center seeks an IT Director (Cybersecurity) for the Office of Information Technology (OIT).  You will direct, manage, and oversee all Volpe Center IT and IM resources (human, financial and technology) and acts under the executive direction of the Volpe Center SES Director and supports the Director for Research and innovative Technology in planning out new IT capability, training and credentialling required by Volpe mission work.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).
  • BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • POSITION SENSITIVITY AND RISK: Varies by position and will be based on the position to which appointed.
  • FINANCIAL DISCLOSURE: Varies by position. If applicable, the applicant selected is required to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
  • SECURITY CLEARANCE: Varies by position. If applicable, you must be able to obtain and maintain the appropriate security clearance of the position to which appointed.
  • DRUG TESTING: Individuals tentatively selected for drug testing designated positions will be required to complete testing prior to appointment or placement.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience representing, leading or managing a workforce to achieve mission goals such as developing IT infrastructure management plans and systems architecture to ensure that they are secure, robust, scalable and highly available to meet program objectives.
  • Experience advising an organization’s management, leadership team and stakeholders concerning cybersecurity and privacy oversight, risk management, IT program accomplishments, problems, and the impact of actual or potential changes.
  • Experience in interpreting policy and guidance related to information system security management and cybersecurity threat assessments to successfully implement frameworks for governing information technology systems and programs.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Attention to Detail: Work is thorough and conscientious about attending to detail.
  2. Customer Service: Working with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, providing information or assistance, assigning staff to resolve their problems, or satisfying their expectations; knowing about available products and services; committed to providing quality products and services.
  3. Oral Communication: Expressing information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); making clear and convincing oral presentations; listening to others, attending to nonverbal cues, and responding appropriately.
  4. Client Engagement/Change Management - Knowledge of the impact of change on people, processes, procedures, leadership, and organizational culture; knowledge of change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating change in the organization.
  5. Problem Solving: Identifying problems; determining accuracy and relevance of information; using sound judgment to generate and evaluate alternatives and making recommendations based on technical requirements.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
