Job Title: People Operations Director

Location: Remote (with 1x a quarter travel to Pasadena HQ requested for quarterly Hub Days)

Reporting to: SVP of BizOps


About the role: our team is passionate about making a positive impact on the lives of pets and their owners, and we are seeking a highly skilled and strategic People Operations Director to join our organization and lead the way in fostering an exceptional work environment.


Job Overview: As the People Operations Director at Scratch, you will play a pivotal role in shaping the employee experience and driving organizational success. Reporting directly to the SVP of Business Operations, you will be responsible for overseeing all People Operations functions, with a primary focus on refining and developing the Engineering hiring process, implementing Employer of Record (EOR) and Professional Employer Organization (PEO) solutions, and upgrading the review and feedback processes, including compensation reviews. We're looking for someone with a "product-first" mindset that nerds out over HR technologies and makes best use of the system at hand. Our HR Tech stack primarily includes: Rippling, Lattice, and Lever.


Key Responsibilities:

Hiring and Talent Development:

- Collaborate with International HR Manager & hiring managers to refine and develop hiring processes, ensuring a streamlined and efficient recruitment experience.

- Work closely with all department heads to identify key hiring needs and develop strategic plans for attracting and onboarding top talent.

- Work closely with agency partners on sourcing for harder-to-find roles

- Drive initiatives to enhance employee engagement, development, and retention within all teams


EOR and PEO Solution Implementation:

- Evaluate and implement Employer of Record (EOR) and Professional Employer Organization (PEO) solutions to support Scratch's international team members and ensure compliance with local regulations.

- Collaborate with cross-functional teams to seamlessly integrate EOR and PEO solutions into existing HR processes.

- Provide guidance on international HR matters, ensuring a consistent and compliant approach across all regions.

- Determine the appropriate recommendation for state-by-state hiring and determine any necessary registrations or protocols 


Review and Feedback Process Enhancement:

- Lead efforts to upgrade the review and feedback processes, incorporating best practices for continuous performance improvement.

- Conduct regular assessments of existing HRIS systems and implement necessary upgrades or changes to enhance efficiency and accuracy.

- Collaborate with leadership to develop and implement compensation review strategies that align with organizational goals and industry benchmarks.


Develop and Grow the HR/People Ops team:

- Serve as the direct manager for the International HR Manager, providing career and skill development 

- Identify and propose budget for all HR/People Ops related activities


Qualifications:

- Bachelor's degree in Human Resources, Business Administration, or a related field 

- 8+ years of progressive experience in HR, with a focus on People Operations and Talent Acquisition.

- Proven experience in developing and refining hiring processes, particularly within the Engineering function.

- Extensive knowledge of international HR practices, including EOR and PEO solutions.

- Strong analytical and problem-solving skills, with the ability to make data-driven decisions.

- Excellent communication and interpersonal skills, with the ability to build strong relationships at all levels of the organization.
