As Director of Policy & Business Affairs, China, you will be responsible for the company's strategic relationships with Chinese government authorities, policy-makers, industry/trade associations and academic institutions relevant to Dolby's business. You will be based in Beijing, China and report to the Senior Director of Policy & Business Affairs for Asia-Pacific.

Position Roles and Responsibilities
  • Serve as the company's external "ambassador" to the Chinese central government (and less frequently with provincial and municipal officials), government-affiliated institutions, academia, trade associations, industry groups and other stakeholders relevant to Dolby's business, particularly in the areas of consumer electronics, market supervision, standards and intellectual property rights.
  • Establish, cultivate and maintain long-term, constructive relationships with key Chinese government authorities, including NRTA, CFA, MIIT, MOFCOM, CNIPA, SAC, SAMR, NDRC, and the Central Publicity Department, as well as affiliated associations/alliances, think-tanks, and academic institutions.
  • Proactively engage and educate authorities regarding Dolby's business and policy priorities and the potential impact of proposed policies, legislation and regulations on the company, its commercial partners and the broader Dolby ecosystem.
  • Monitor, anticipate and analyze key policy, regulatory and legislative developments that may impact Dolby's business and commercial partnerships, particularly developments relevant to intellectual property rights, standard essential patents, and competition law. Keep internal colleagues in China and the US informed of key developments, trends and potential risks, and provide advice on business plans and strategies.
  • Manage Dolby's engagement and relationships with external consultants, industry peers, trade associations, think tanks and academia in support of the company's business goals and government affairs agenda in the China market.
  • Create and manage opportunities for Dolby executives and subject matter experts to provide thought leadership interactions with key Chinese decision-makers.
  • Communicate and partner internally with business units to ensure continual alignment and effective execution.
Position Requirements
  • At least 10 years of related work experience in government service, in-house government relations at a multinational technology corporation, industry/trade association, or political consulting agency with an emphasis on the technology sector.
  • Deep knowledge of Chinese government institutions, networks and policy-making procedures relevant to a technology company like Dolby.
  • Strong business acumen with track record of developing and implementing government relations strategy and programs on complex matters.
  • Strong communication and strategic thinking skills.
  • Fluency in Chinese and English and the ability to bridge cultural differences and succeed in a cross-cultural environment.
  • Strong work ethic and commitment to supporting and effectively partnering with colleagues across business functions and regions.
  • Political acumen, and effective advocacy, negotiation and consensus-building skills.
  • Ability to travel domestically and internationally, as required.
  • Undergraduate degree (required); law degree or graduate degree in business administration, public administration, or communications would be a plus.
