Job Summary
The Director of Strategic Portfolio Management delivers plans and frameworks to ensure strategic programs are prioritized, effectively resourced, deliver good return on investment, and align with strategic objectives. This individual is an exemplary influential business leader who effectively aligns enterprise stakeholders on program priorities. Strategic programs may include innovation on products, customer experiences, and insights, as well as building foundational capabilities to improve go-to-market or business operations. This role also contributes to framing the business strategy and target business outcomes to align enterprise programs with strategy. The Director of Strategic Portfolio Management directly leads a team of Strategic Portfolio Managers and liaises cross-functionally to effectively assess program / project ideas for strategic fit, feasibility, P&L impact. Collaborates with the ELT and other governance teams to ensure approved projects are initiated and planned effectively to deliver timely benefits while managing through interdependencies. The Director of Strategic Portfolio Management is responsible for overseeing the health of all strategic programs and projects from initiation through to completion. And manages escalations including changes to scope, resourcing, and budget to drive decisions on these and overall program portfolio rebalancing. Job Description
Core Responsibilities
- Manages a team of Strategic Portfolio Managers who each focuses on an assigned program portfolio segment.
- F acilitates program identification, intake, strategic fit, and feasibility assessment. Executes and oversees PMO processes. Oversees program budgets.
- Facilitates development of resource plans and assessment of resource availability. Provides support for corporate budgeting and budget tracking.
- Develops cross-functional plans, objectives and strategies. Interprets company goals into functional goals and strategies.
- Ensures project delivery resource baseline and plans are complete, current, and accurate .
- Collaborates with other Governance Process partners to ensure programs are prioritized based on strategic importance, risk, and value to Effectv. Provides leadership and management to the Program Management team. Possesses staffing accountability, including recruitment and retention, leadership and professional development and performance management.
- Collaborates with Strategic Governance Leadership, Business Owners, Finance, and other functional leaders as needed to develop ELT presentations for individual programs, as well as Enterprise-Wide portfolio dashboards, and decision facilitation frameworks for all events on the Portfolio & Resource Governance Calendar.
- Facilitates ELT program portfolio sessions to prioritize, fund, and resource strategic programs and projects. Acts as a PMO point of contact for senior management stakeholders.
- Packages green-lit projects for change assessment and project kick off
- Facilitates high impact strategy alignment and implementation sessions with project delivery teams to ensure a shared understanding of project objectives and effectively kick-off execution activities.
- Responsible for PMO training, hiring, performance management and development of PMO staff. Performs staff performance assessments, salary reviews and bonus awards. Establishes PMO career path.
- Establishes and maintains success metrics, project health dashboards, and periodic project communications to the ELT and other internal audiences. Develops project insights that surface both predictive and real-time decision needs.
- Proposes and implements continuous improvements to Program Portfolio and Resource Management standards, templates, tools, and processes.
- Consistent exercise of independent judgment and discretion in matters of significance.
- Regular, consistent and punctual attendance. Must be able to work nights and weekends, variable schedule(s) and overtime as necessary.

Preferred Additional Qualifications:
- 8-10 of experience in strategy, program portfolio planning, budgeting, and resource capacity management
- 5-7 years of team leadership experience.
- A combination of corporate experience in Media, and Technology and Management Consulting with a Big 4 or other Top Tier strategy consulting firm is preferred.
- Ability to internalize Effectv strategy and business objectives and alignment to strategic programs.
- Extensive experience company-wide and program level P&L analysis
- Experience with various project management / delivery methodologies and best practices
- Excellent cross-functional facilitation and presentation skills at all levels of the organization
- Effective communicator and storyteller with the ability to develop and/or influence completion of quality deliverables and ELT communications materials.
- Effective and inclusive leader with the ability to inspire and develop talent for optimal performance and maintain standards of excellence.
- Effectively balances attention to detail and deliverable quality with speed and agility.
- Experience with operating model design for effective program portfolio and resource management and value realization
- Excellent MS PowerPoint and Excel skills
- Bachelor's degree in business administration or equivalent. MBA from a top-tier program preferred.
