It is preferred that candidates who apply live near the Ft. Belvoir, Battle Creek, MI or Dayton, OH area. The position can be remote with some travel.

Job Summary

The DLA Program Manager is responsible providing leadership to Aetos' professional staff performing IT, audit, application development, database administration, and enterprise architecture services to DLA. The Program Manager will also be responsible for the growth of Aetos' DLA business base through growing an internal and external network to support the development of innovative solutions to DLA challenges.

Program Manager Responsibilities
  • Directs the work of professional staff supporting DLA task orders by providing leadership, mentoring, and communication of job expectations.
  • Coordinate with Aetos' Human Resource organization to recruit, interview and hire qualified professionals for current and future task orders.
  • Implement and coordinate company and DLA systems, policies, and procedures.
  • Develop strong relationships and act as the primary interface with customers, Aetos employees and subcontractor personnel.
  • Responsible for overseeing contract and task order cost, schedule, technical, risk and opportunity management.
  • Provide leadership to Task Order Project Managers (TOPMs) in the management of program activities and customer program review sessions.
  • Identify customer issues and use structured techniques to determine solutions and provide objective recommendations with a definitive implementation plan.
  • Ensure a safe and healthy work environment.
  • Review, coordinate and approve timecards, personnel time off, holidays and sick leave.
  • Ensure quality and on-time delivery of all contractual deliverables.
  • Direct all phases of task order from inception through completion.
  • Participate in the negotiation of contracts and contract changes.
  • Develop new business or expand the Aetos services line with the DLA customer.
  • Identify gaps in capabilities pertaining to a customer's needs, then establish and develop external partnerships to fill those gaps.
  • Identify, leverage, and monetize existing capabilities within Aetos that solve customer challenges.
  • Work closely with Aetos' Vice Presidents of Programs and Business Development to analyze and qualify business opportunities for internal vetting/qualification, perform detailed capabilities and gap analyses, and Bid/No Bid decision.

Capture Manager Responsibilities
  • Develop new business or expand the Aetos services line with the DLA customer.
  • Identify gaps in capabilities pertaining to a customer's needs, then establish and develop external partnerships to fill those gaps.

Requirements

  • Previous experience supporting DLA is required.
  • Excellent leadership skills and ability to evaluate the work of others.
  • Ability to work with a high level of autonomy (minimal supervision) while staying within company policies, procedures, and risk profile.
  • Excellent verbal and written communication skills.
  • Strong analytical skills and ability to interpret and communicate data

Education and Experience
  • BS or BA or four (4) additional years of related experience.
  • Project or Program Management certification (i.e., Project Management Professional (PMP) certification or other equivalent/recognized Project or Program Management certification); Project or Program Management certifications from accredited institutions are required. Substitutes for a Project or Program Management Certification such as training, degrees, or relevant experience, will be considered and must clearly state how the credentials are equivalent to the certifications.
  • 5 years of experience in program management; and 10 years of leadership experience with progressively higher responsibility in the public and/or private sector in the IT and/or consulting fields; have experience with the Information Technology Acquisition process and its milestones; have experience in analyzing a variety of source documentation and supporting the creation of acquisition documentation.
  • Must have IT-II security clearance or have a current National Agency Check with Local Agency Check and Credit Check (NACLC)

Physical Requirements
  • Prolonged periods sitting at a desk and working on a computer.
  • Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.

Travel: 5%- 10%
