DoD Contracts Proposal Writer (Mid level)

We are currently seeking an experienced DoD Contracts Proposal Writer to support our business development team with Department of Defense and Federal Civilian bid opportunities.

This is a full-time, salaried/exempt hybrid position based in Chesapeake, VA. Candidates must be able to work onsite 3 days per week.

Responsibilities:

• Support the quality of proposal content development: facilitating content sessions, writing, and content reviews (internal and formal color reviews).

• Facilitate content sessions, write, and review content based on RFP/RFQ evaluation criteria.

• Ensure compliance with RFP requirements throughout the proposal development cycle.

• Collaborate with the team to articulate solutions, strategies, win themes, and strengths.

• Gather information from internal and external personnel to support proposal sections.

• Write clear, persuasive, and articulate proposal sections, translating complex ideas into easily understandable text.

• Develop and implement process improvements to enhance proposal quality.

Qualifications:

• Bachelor’s degree with 7+ years of professional experience in a competitive Federal Government environment, or a Master’s degree with 5+ years of experience.

• Minimum of 7 years in a proposal development role, including leading proposal sections for complex efforts valued above $40M.

• Experience with U.S. Navy and other Department of Defense branches, including Navy’s Seaport NxG, GSA MAS, Alliant, or Oasis acquisition programs. Strong organizational and communication skills.

• Proficiency with MS Office Suite and MS SharePoint.

• Ability to work strategically and tactically, solving complex problems creatively.

• Demonstrated success in leading proposal sections and creating high-scoring proposal outlines.

• APMP Certification – Bid & Proposal (mandatory).

• Technical editing/copy editing background.
