Job Summary:

ELS, Inc. seeks a Senior Analyst to support the Program Executive Office (PEO) Small Surface Combatant, Integrated Combat Systems, and PEO IWS 80. As a Combat Systems Program Analyst, you will be pivotal in the Ship Integration and Test branch (PEO IWS 80), ensuring seamless coordination across various NAVSEA offices, Naval Warfare Centers, and industry partners.

Description:

• Prepare, disseminate, and execute financial agendas in accordance with the Plans and Budget PAPM funding and the SI&T PAPM funding.
• Throughout the execution year, verify, monitor, and prioritize funds.
• Analyze standard operating procedures and provide recommendations for process enhancements.
• Customize financial reports for diverse stakeholders, up to the level of Congress, if necessary.
• Develop justifications for programmatic, technical, and monetary decisions.
• Support mission systems integration research, planning, and assessment.
• Prepare briefings, reports, and formal correspondence.
• Develop financial management tools for multiple appropriations and program components.
• Analyze and reconcile budget and requirements for the following year.
• Serve as liaison between the financial, technical, and field activities engineering teams.
• Manage Task Planning Sheets (TPS) pertaining to PEO IWS 80 PAPM.

Requirements:

• Bachelor's or postgraduate degree OR comparable experience, training, or professional certification.
• 10 to 15 years of professional experience related to DoD programs/projects.
• In-depth knowledge of the Planning, Budgeting, and Execution (PB&E) process.
• Proven ability to analyze costs and monitor expenditures effectively.
• Strong proficiency in MS Excel, including pivot tables, lookups, and complex formula creation.
• Demonstrated experience in budget forecasting and financial modeling.
• Detail-oriented with a commitment to accuracy and data integrity.
• Collaborative team player with excellent communication skills.
• Proactive in identifying financial discrepancies and recommending solutions.
• Knowledge of programmatic, financial planning processes

Preferred Qualifications:

• Familiarity with the combat system and ship system integration.
• Experience with developing Task Planning Sheets.
• Proficiency in program reviews, Integrated Baseline Review (IBR), and Management IPT (MIPT).
• Familiarity with other financial software tools is a plus.
