Summary
This position is located in the Office of the Chief Economist (OCE) in the Office of Policy and International Affairs (OPIA) at the United States Patent and Trademark Office (USPTO). The USPTO fosters innovation, competitiveness, and economic growth, domestically and abroad, by guiding domestic and international intellectual property (IP) policy and by delivering IP information and education worldwide.

Qualifications
Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized experience for this position includes:
Specialized Experience GS-12 (next lower grade is GS-11):
- Experience in locating and integrating large amounts of intellectual property (IP) information into a database for analysis using signature statistical packages (e.g. STATA, R, Python, etc.);
- Experience in summarizing and reporting statistical results through text, tables, charts, and graphs;
- Experience in implementing advanced statistical models for causal and/or predictive analyses using regression or machine learning methods applied to a variety of IP data structures (e.g. cross sectional, time series, and panel data); and
- Experience in identifying and synthesizing professional journal articles from the IP Economics or other professional literatures in
narrow topic areas.
- Experience in managing projects within a team setting that provides IP database management on large data sets for analysis using statistical signature packages (e.g., STATA, R, Python, etc.) and sophisticated regression analysis (i.e. time series analysis, panel data analysis, survival analysis, maximum likelihood estimations, etc.);
- Experience in compiling reports of statistical results through tables, charts, and graphs; and
- Experience in providing management with recommendation based on economic, statistical, and intellectual property policy research reports and relevant professional journal articles.
Education
The following education requirement must be met:
Economist, 0110 Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify.
Education may not be substituted for experience at this grade level.

Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. A listing of these accredited organizations can be found on the Department of Education's website - US Department of Education. Another listing of services that can perform this evaluation is available at the National Association of Credential Evaluation Services (NACES) website. You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. Failure to provide such documentation when requested will result in lost consideration.

Relocation Expenses are not authorized and will not be paid.
CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a "well qualified" rating of 85 out of 100.
