JOB DESCRIPTION
Essential Duties and Responsibilities:
- Spearheading specific actions to assure the plant complies with all federal, state provincial, and local environmental regulations and rules, including those related to occupational health and safety.
- Champion the facility's risk management program through the corporation's Business Operating Systems (BOS) which are designed to minimize the physical and financial exposure resulting from potential, alleged, or actual on-the-job injuries/illness, and environmental compliance.
- Ability to work "on-call" and /or "off shift" for any emergencies that may arise. Enter incidents and other data such as audit results into the Corporate Health, Environmental, & Safety System (CHESS) Maintain OSHA log and open corrective actions list.
- Conducts accident investigations and assists with determining root causes and resolution.
- Develops and facilitates appropriate and required plant safety training. Leads ERT meetings
- Ensures all new equipment meets OSHA guidelines Coordinate and possibly teach annual required safety and environmental compliance training Conduct safety and environmental orientation program.
- Evaluate facility for safety hazards and develop proactive strategies to address inefficiencies.
- Conduct daily safety reviews of operations. Work with regional workers' compensation claims administration team, Third Party Administrator, and attorneys to manage open workers' compensation claims.
- Lead contact for outside agencies such as Fire Department, OSHA, and additional regulators as needed.
- Ensure contractors are trained properly and adhere to contractor safety program requirements.
- Manage environmental & safety tasks on the glide path.
- Manage Hot Work program Coordinate safety action plan to ensure continuous implementation and improvement.
- Conduct safety and environmental audits; coordinate plant preparation for corporate audits.
- Respond to environmental incidents and spills, including completing investigations to determine root causes and closure activities.
- Leads and coordinates spill response team meetings.
- Evaluates facility for environmental aspects and develop proactive strategies to address issues.
- Ensure plant is compliant with BOS and other relevant health, and safety regulations & best practices.
- Coordinate environmental objectives program, and ensure implementation throughout the year.
- Lead facility's waste reduction efforts. Advises plant management of safety related situations.
- Member of the Plant Safety Committee. Conducts housekeeping and safety inspections.
- Assists in coordinating corrective action programs relative to safety for the purpose of orientating new employees and updating those on the current roll. Educates and trains Team Facilitators as to their duties relative to safety training, safety inspections and injury/illness investigation and Employee's First Report of Injury/Illness.
- Assist in accident investigation, helps to assure that proper reports are completed, and assist in recommending corrective action.
- Maintains the first aid facility of the plant.
- Provides first aid treatment of on-the-job injuries or illnesses.
- Maintains first aid treatment records.
- Contributes to the preparation and maintenance of an evacuation plan and training for employees in the use of the plan in case of fire or another emergencies
- Keeps up to date on the latest safety procedures and equipment by membership in appropriate organizations, attendance at pertinent seminars and reading professional journals.
- Maintains MSDS database for the plant and policies relating to this program.
- Contributes to the plant's Safety Recognition Program for the recognition of exceptional safety performance.
- Is able to compile monthly statistics pertaining to the plant safety record.
- Other duties are associated with maintaining a safe work environment as needed.
Environmental, Health & Safety:
- Ensure the protection of the environment, prevention of pollution and the continual improvement of the Environmental Management System.
- Providing leadership in developing measures and practices that prevent accidents and ensure compliance with OSHA and EPA/TCEQ standards. This includes: continuously monitoring the workplace for hazardous environmental, health, and safety conditions.
- Ensure environmental, health, and safety hazards are corrected, eliminated or guarded
- Assessing engineering controls, administrative controls, and PPE on an ongoing basis
- Assisting in the investigation of accidents. This includes:
- Identifying hazardous situations that are associated with the accident
- Having the authority to: Stop and prevent unsafe actions; stop the use of unsafe equipment and tools, stop work and/or have employees leave a work area
- Investigate all near misses and other environmental/safety-related incidents that have occurred within the incident area
- Ensure the results of environmental/safety audits are documented; monitor the investigation of accidents and injuries; ensure that corrective actions are taken; and provide recommendations for ways to prevent similar accidents
- Ensure that all incident reports are completed in a timely and accurate manner

Qualification Requirements:

Education and Experience:
- No degree and 2 years' experience in a plant environmental health and safety manager or equivalent position, or; a 2-year degree and 5 years health and safety management experience, or; a 4-year degree in occupational health, environmental management, or related degree program.
- Preference is given to candidates possessing some form of recognized health and safety certification (Example: ASP, CSP, CSSE, etc.)
Language Skills:
- Ability to read and interpret documents such as safety rules, blueprints, and procedure manuals.
- The candidate has the ability to write routine reports and correspondence.
Mathematical Skills:
- Ability to add, subtracts, multiply, and divide into all units of measure, using whole numbers, common fractions, and decimals.
- The candidate has the ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
Reasoning Ability:
- The candidate has the ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
Other Skills and Abilities:
- Must be computer literate and familiar with appropriate software programs.
- The candidate has the ability to create visual aids for communication purposes.
- Duties also include assisting in the day-to-day management of the Environmental Management System.
- Following all environmental work instructions and/or cleaning up spills or other duties required of the Environmental 1st Response Team.
