- This is a Mission Essential (ME) position. The incumbent may be required to report to work in the event of a natural disaster, inclement weather, or crisis.
Qualifications
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.
Creditable specialized experience includes:
GS-13:
- Supporting the planning and operations of the Continuity of Operations Planning (COOP) and the National Security/Emergency Preparedness (NS/EP) programs.
- Serving as a technical expert for assigned duties and projects and participating in inter-agency working groups to address current and future operational plans and responsibilities in a dynamic and complex environment.
- Performing a wide range of operational planning duties to include operational analysis, concept development, inter-agency coordination, evaluation, and refinement of current emergency preparedness contingency plans.
- Analyzing operational requirements, proposals, and documentation to ensure goals and objectives are consistent with policy constraints, overall objectives, and management intent.
- Preparing decision briefs and briefs to senior leadership.
GS-14:
- Supporting the planning and operations of the Continuity of Operations Planning (COOP) and the National Security/Emergency Preparedness (NS/EP) programs.
- Performing a wide range of operational planning duties to include operational analysis, concept development, inter-agency coordination, evaluation, and refinement of current emergency preparedness contingency plans.
- Serving as a subject-matter-expert in federal continuity programs, continuity of operations policy and plans, policy development, and NS/EP planning.
- Making recommendations for actions to maintain a maximum readiness posture within existing resources and to resolve operational programs that impact upon readiness capabilities.
- Preparing and publishing guidance governing command and control requirements for and operation of emergency measures.
Physical Demands:
The work requires some physical exertion and above-average agility and dexterity. Individual is
occasionally required to lift items up to 50 pounds unaided for distances of 100 yards or more. While much of the work is sedentary, it also requires occasional walking over rough terrain, standing, bending, and the carrying of moderately heavy equipment, and work operations in an industrial, storage, or comparable work area, as applicable. May be required to achieve proficiency in OSHA Level A, B, and C Personal Protective Equipment (PPE).
Work Environment:
Work is primarily performed in an office environment; however, fieldwork assignments require visits to manufacturing, storage, or other industrial areas, and involve moderate risks or discomforts. Work may involve entering sites that have atmospheres Immediately Dangerous to Life and Health. Protective clothing and gear and observance of safety precautions is required and may require individual to perform selected duties while wearing Level A, B or C PPE.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
Additional information
Tour of Duty Hours: Incumbent is considered essential to the day-to-day operations of the installation and is subject to immediate recall or long term shift assignments 24 hours a day, 7 days a week for extended periods of time. Incumbent is subject to shift rotation and assignment to abnormal tours of duty.

Drug-Free Workplace: The Defense Logistics Agency (DLA) has established a Drug-Free Federal Workplace Policy.
