Engagement Specialist
ICF is in search of an Engagement Specialist to support the communications and engagement work of the U.S. Global Change Research Program's National Coordination Office. This is a new position that supports broadening stakeholder engagement and fostering the accessibility and usability of USGCRP data and knowledge for decision-makers inside and outside the Federal Government.
The Team
This is an exciting new role within the Communications and Engagement team that supports the work of the U.S. Global Change Research Program, including the development of major national scientific assessments. Because this is a new position, there is an opportunity for an experienced Engagement Specialist to help shape and expand the National Coordination Office's engagement and communication activities.
The Work
The Engagement Specialist identifies creative ways to engage the Program's stakeholders and coordinates the implementation of the Program's overall engagement approach. The ideal candidate will have demonstrated experience engaging science-producing, knowledge holding, and information-using communities, on behalf of the Federal Government. The program seeks an experienced self-starter with strong attention to detail, excellent judgment, and the ability to work across multiple stakeholder groups, juggle priorities, and deliver recommendations based on stakeholder insights, data, and experience.
Key Responsibilities
- Establish and maintain effective working relationships with a spectrum of communities and global change information users and producers, including Tribes and Native communities and the Federal global change research enterprise
- Develop processes to connect decision-maker needs with USGCRP to better inform Program priorities and activities
- Provide support to USGCRP, including its Interagency Groups, in implementing processes to meaningfully engage with user communities
- Collaborate with the National Climate Assessment and other assessment teams on engagement efforts, improving accessibility, awareness, and use
- With oversight from the office's Communications and Engagement Lead, manage campaigns and projects related to USGCRP products and Interagency Group deliverables
- Coordinate USGCRP presence at relevant conferences and professional society meetings
Basic Qualifications
- Degree in the sciences, public relations, communications, public policy, or similar
- Master's degree with 2+ years or bachelor's degree with 4+ years of experience with stakeholder engagement, public engagement or relevant communications role, including experience building relationships between science producers, knowledge holders, and information users, including Indigenous and underserved communities.
Preferred Qualifications
- Experience working with the Federal Government
- Experience facilitating and supporting in person and virtual events

- Skilled at asking questions and understanding varying needs and perspectives of coworkers and diverse stakeholders
- Ability to think creatively and provide innovative solutions to engagement and communications challenges
- Excellent interpersonal (verbal, written), and organizational skills, with ability to prioritize and manage multiple priorities at a given time while interacting with multi-disciplinary teams to achieve project goals
- Proficient in Google Suite, Adobe Creative Cloud, Slack, and Microsoft Office applications. The ability to quickly learn new technological systems will be critical for success in this role.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$58,520.00 - $99,484.00
