Job Description

The Engineering Management Director manages work streams within the Cigna + Oscar program. This role serves as an IT Lead and is responsible for coordination across a diverse set of internal and external stakeholders towards high quality delivery of project objectives while meeting scope, schedule, and financial targets and managing all stakeholder expectations throughout.

Responsibilities:
  • Responsible for success of cross-organizational program level initiatives both internally and externally with Oscar
  • Provide in-depth technical consultation to business partners and technology leadership.
  • Continuously optimize plans within resource and time constraints to achieve project objectives.
  • Partner with Cigna work stream business leads and Oscar leadership to successfully deliver technology scope components
  • Influence to foster collaboration among matrixed team members/colleagues across business and technology amid varied dynamics across multiple teams, companies, and organizational cultures to ensure successful outcomes.
  • Provide leadership to support agile teams by handling impediments and potential roadblocks.
  • Provide oversight of development teams to meet critical milestones and deliverables that are time and scope boxed.
  • Lead and participate in process improvement and cross-functional technology initiatives.
  • Report key performance metrics to technology leadership team.
  • Manage and execute program and cross-work stream risk mitigation and contingency plans.
  • Manage and execute program and cross-work stream dependencies.
  • Manage and facilitate definition and refinement of portfolio epics
  • Monitor definition and refinement of program epics, features, and user story program from the Value Streams and Platform Groups.
  • Ensures appropriate release plans and status is reflected in Rally/Jira.
  • Evaluate and effectively communicate progress results, risks issues, and needs to internal and external stakeholders.
  • Holding resources accountable for delivering on the project plan, including providing coaching and mentoring of resources.
  • Shares knowledge and experience to contribute to growth of overall team and organizational capabilities that can be applied to future large scale program deliveries.


Qualifications:
  • Ability to balance approach to political, technological and administrative factors.
  • Must be equally strong in planning, executing and closing of projects.
  • Competency in adapting and proving in high paced, challenging, changing and ambiguous situations.
  • Attention to details, ability to drive results and act independently with little direction.
  • Advanced problem solving skills and the ability to work collaboratively to work through complex matters with innovative solutions, including TPL partners, business partners, operations partners and enterprise technology partners.
  • Demonstrated ability to manage and deliver large scale and cross functional efforts.
  • Ability to manage a financial budget/portfolio across teams.
  • Ability to adapt in a dynamic work environment and make independent decisions.
  • Experience working in the agile framework.
  • Ability to focus on reliability and scalability across capabilities.
  • Ability to effectively communicate ideas to team members with varying levels of technical expertise.
  • Skilled to manage multiple high impact enterprise wide projects and satisfy requirements from multiple customers/stakeholders.
  • The ability to quickly understand concepts and drill down into actionable steps.
  • Skilled understanding of project management tools, techniques, request acceptance criteria, artifact development and reporting.
  • Solid understanding of business functional areas and management issues as well as IT organizations systems and capabilities.
  • Superior written and verbal communication skills.
  • Must have strong working knowledge of SDLC and methodologies like; Agile and Waterfall
  • Must have strong working knowledge of MS office, Visio, Project and SharePoint.
  • Must have high level of organization skills, which includes, identifying stakeholders, arranging/managing meetings and follow-ups.
  • Must have ability to navigate day-to-day activities with an eye towards the bigger picture to identify and manage risks and issues proactively.
  • Education: - Bachelor's Degree or equivalent experience
Experience: 10-12 years' experience in software engineering/delivery

For this position, we anticipate offering an annual salary of $148,900 - $248,100, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus and long term incentive plan.
