Summary
This position is located in a Bureau of Land Management office in Hines, Lakeview, and Vale Oregon. Incumbent serves as an Engineering Technician in a variety of work situations aligned with and/or supporting professional engineering and architecture fields.
Salary Range for GS-07: $49,025 - 63,733
Salary Range for GS-08: $54,292 - $70,578
Salary Range for GS-09: $59,966 - $77,955

Qualifications
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying.
GS-07:
A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: 1) assisting in the preparation, design, or evaluation of materials used in engineering projects; 2) drafting technical documentation supporting engineering work assignments for internal use; 3) assisting in the inspection of instrumentation and equipment used in engineering projects; 4) conducting standard inspections or assessments of engineering projects.
OR
B. Education: Successful completion of at least one full year of graduate education leading to a master's degree, or a master's degree which included courses directly related to the work of the position such as: engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. This education must demonstrate possession of the knowledges, skills and abilities to perform the work of this position. NOTE: You must submit a copy of your transcripts as proof of any claimed education.
OR
C. Combination: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education.
GS-08:
A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: 1) using complex precision instruments, gauges, or devices for parts, instruments, or equipment modification; 2) drafting technical documentation for engineering work assignments; 3) performing materials testing for adequacy in completing engineering projects; 4) reviewing drawings for conformance to established engineering standards and/or project requirements.
OR
B. Education: Successful completion of at least two full years of graduate education leading to a master's degree, or a master's degree which included courses directly related to the work of the position such as: engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. This education must demonstrate possession of the knowledges, skills and abilities to perform the work of this position. NOTE: You must submit a copy of your transcripts as proof of any claimed education.
OR
C. Combination: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. GS-09:
A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: 1) performing technical evaluation and/or analysis of engineering data via design surveys or field site visits; 2) drafting engineering drawings (i.e., original, updates, revisions, and final) in conformance to established engineering standards, criteria, and/or project requirements; 3) installing, testing, calibrating, troubleshooting, operating, and/or maintaining instrumentation and equipment associated with engineering projects; 4) conducting inspections or assessments of facilities, buildings, or construction site conditions to identify deficiencies for correction.
OR
B. Education: Successful completion of at least two full years of graduate education leading to a master's degree, or a master's degree which included courses directly related to the work of the position such as: engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. This education must demonstrate possession of the knowledges, skills and abilities to perform the work of this position. NOTE: You must submit a copy of your transcripts as proof of any claimed education.

Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-06 is required to meet the time-in-grade requirements for the GS-07 level.
One year at the GS-07 is required to meet the time-in-grade requirements for the GS-08 level.
One year at the GS-08 is required to meet the time-in-grade requirements for the GS-09 level.

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy. Selectee will be responsible for tax obligations related to payments for moving expenses - 2017 Tax Cuts and Job Act, Public Law 115-97. Physical Demands: The work is primarily sedentary, although there is some walking in offices, production areas, utility plants, maintenance, and work areas. Work may involve carrying lightweight items, such as briefcases, notebooks, test equipment, and work papers or may involve operating a motor vehicle. The work does not require any special physical effort or ability.
The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as testing or measuring equipment; and/or regular visits to construction, industrial, marine, or other outdoor sites.
Working Conditions: The work area is usually an office setting adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts requiring normal safety precautions.
Work involves regular and recurring exposure to moderate risks and discomforts, such as the following: dust, strong odors, or fumes from fuels, chemicals, or engine exhaust; high levels of noise and vibration, dust, grease, electrical hazards, uncovered moving parts of machinery, moving machinery; or outdoor conditions involving moderate exposure to rain, cold/hot weather, icy streams, and rivers. The work environment requires the employee to stay alert continually and to take special safety precautions including wearing special protective items of clothing.
Telework: The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
