  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience applying a thorough knowledge of principles and practices of marine engineering acquired through training and personal experience supplemented by a working knowledge of related fields such as naval architecture and electrical engineering.
  • Experience applying an expert knowledge in a wide range of shipboard main and auxiliary systems, including main propulsion systems, electrical distribution systems, heating ventilation and air conditioning systems, refrigeration systems, firefighting systems, fuel systems, lubrication systems, interior communication systems, seawater systems, and all varieties of piping systems. It is expected that the incumbent be thoroughly knowledgeable of applicable American Bureau of Shipping (ABS) rules as well as NAVSEA rules, regulations, and Standard Items, as well as General Specifications for the repair and overhaul of Surface ships (GSO) .
  • Experience applying a comprehensive knowledge of contracting, logistics, and purchasing processes and procedures as they pertain to the support of TSV ship life cycle management, maintenance, and repair.
  • Experience drafting work requests in an electronic OPNAV 4790/2K format form and enter that data into automated systems for review and brokering to repair facilities.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

BASIC REQUIREMENTS FOR SPECIALIZED EXPERIENCE:

Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.

Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:

  • Planner and estimator who analyzed designs for production purposes.
  • Instrument maker or model maker who performed design or development work on devices fabricated.
Certification:
Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.

This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

The incumbent will be required to travel to participate in meetings, oversee maintenance planning and execution, or other required operations in support of the commands mission and to support TSV ships home ported outside the Norfolk area. 10%

Moderate physical effort may be required aboard Naval Vessels during regularly scheduled training exercises at sea. Extended work days ashore and at sea occur as required to accomplish the mission. 5%

Although work is often performed in an office environment; shipyard and shipboard work is a requirement of the position, as well as vessel surveys of decommissioned ships and major industrial availabilities where the incumbent may be required to climb, crawl, and bend to accomplish work. May be exposed to extreme temperatures, high noise levels, dust, ionizing and non-ionizing radiation, chemicals, industrial equipment, and low hanging obstacles. The work environment may also include areas with no lighting, heat, or cooling systems in operational condition.

Must be able to embark TSV vessels underway at sea to attend Sea Trial and Underway Operational trial events.

This position is covered by the Department of Defense Priority Placement Program.
