Job Description
- Representing the agency GIS Program at governance group meetings on various data standard topics
- Facilitate the creation and revision of agency GIS community policy
- Produce and deliver training/presentations/factsheets to ensure that the community stays informed on new GIS policies, standards, and procedures
- Facilitate business system-GIS integration and data reconciliation
- Establish enterprise GIS performance metrics and associated data evaluations
- Review/Recommend GIS system and data governance
- Oversee enterprise application development
- Draft, maintain, and deliver contract documentation in a timely and complete manner
- Oversee the fulfillment of program-wide data requests
- Perform IT portfolio management
- Facilitate enterprise level raster data holdings management
- Lead data model development efforts

- An above average communicator, comfortable with technical writing, as well as public speaking
- Highly organized and able to maintain several projects at one time

The following are requirements of the Enterprise GIS Program Manager:
- Bachelor's or master's degree in geography, planning, computer science, engineering, GIS, or a related field.
- Minimum of 10 years of experience serving as a project and/or program manager on a large enterprise GIS program.
- Minimum of 5 years of experience working with a U.S. Federal agency.
- Active U.S. security clearance of Secret or above.
- Active Project Management Professional (PMP) certificate.
- Demonstrated proficiency with ArcGIS Enterprise, Portal for ArcGIS/ArcGIS Online.
- Demonstrated experience defining program governance, managing budgets, and engaging with stakeholders.
- Demonstrated experience in program management including the organization, direction, and execution of a portfolio of projects and transformation activities to achieve outcomes and realize benefits of strategic importance.
- Excellent writing and communication skills.
- Ability to work independently and proactively to take initiative to solve complex problems.
The following are desired capabilities and experience of the Enterprise GIS Program Manager:
- 10+ years' experience working within a large, U.S. Federal agency enterprise GIS program.
- Certifications (GISP, Security+, Esri, AWS, Azure, CSM, etc. )
- Experience with enterprise geodatabase management.
- Knowledge of cloud services and concepts.
- Experience with software development projects using the Agile framework.
