Job Description
Summary:
The Early Talent Development Program incumbent will participate in a 3-year apprenticeship program designed to develop the skills and knowledge required for placement in a regular full-time position within the assigned business area. The Program provides the candidate with targeted on the job training in a supported learning environment in order to build knowledge, expertise and enhance core competencies in Finance.

Essential Accountabilities:
Level I (Pathway Year 1 -Large Group Underwriter)
• Calculates renewal rates using appropriate rating formulas and procedures, analyze projected financial impacts. Validates the final renewal rates and respective packaging to ensure quality in rate releases.
• Creates quotes for prospective & existing customers using demographic characteristics and/or claims experience. Analyzes participation levels, contribution methodology, industry classification and other carrier information available. Performs applicable review of any necessary regulatory documentation. Applies knowledge of national and local competitive information to underwriting decisions. Facilitates the negotiation of final rates and or applicable administrative costs with enrolled and prospective customers.
• Evaluates benefit plan variations and partners with Sales in collaborating directly with customer accounts, their brokers and consultants, in support of rate negotiations on new or renewal business.
• Partners with Sales in meeting persistency goals related to existing employer group business.
• Prepares documents for and facilitate discussions on executive rate reviews involving multiple levels of internal leadership and impacted business segments.
• Consults and coordinates with the Sales and Marketing Departments in support of specific group requirements through preparation of complex group reports and enforcement of product policies.

Level II (Pathway Year 2 - Large Group Underwriter or Stop Loss Analyst)
Large Group Underwriting
• Continuation of Pathway Year 1, and/or
Stop Loss Analyst
• Performs extensive analysis necessary to develop competitive bid rates on new business opportunities, as well as renewing existing accounts.
• Evaluates stop loss plan variables and suggest appropriate levels of coverage.
• Partners with Sales in collaborating directly with customer accounts, their brokers and consultants, in support of rate negotiations on new or renewal business.
• Partners with Sales in meeting persistency goals related to existing employer group business.
- Prepares specific and aggregate stop loss reimbursements for all groups that have purchased Excellus Health Plan. Inc. stop loss.
- Prepares necessary reports for specific and aggregate claim submissions for all groups that have purchased stop loss through an external vendor.
Level III (Pathway Year 3 - Actuary Analyst I or Business Consultant)
Actuarial Analyst
- Develops rate or Medicare bid filings through analysis of benefit designs, claims experience, and expected future events.
- Prepares accurate and timely trend analyses.
- Develops preliminary reserve estimates for one or more book of business; and prepares data to analyze unpaid claim liabilities for internal financial statements and regulatory reporting.
- Assists in performing analyses used to develop financial plans, re-forecasts, and other financial projects.
- Participates in regulatory/External party audits; and supports analyses of regulatory changes to determine Health Plan impact.
- Completes and/or supports ad hoc analyses and projects, and other projects as assigned.
• Supports risk sharing and adjustment analyses, capitation development, and associated settlements.
Business Consultant
- Serves as a primary contact for consulting needs
• Serves as a liaison between Health Plan and internal/external client base to develop and analyze reports and make recommendations based on the customer needs.
- Creates unified strategies with internal departments that target reducing costs of healthcare
- Organizes management teams to focus on initiatives that reduce cost of healthcare
- Creates reports and processes to track and create awareness around costs of healthcare
- Understands internal and external customer organizational needs
Minimum Qualifications:
NOTE: We include multiple levels of classification, corresponding to each year of the program, differentiated by demonstrated knowledge, skills, and the ability to manage increasingly independent and/or complex assignments, broader responsibility, additional decision making, and in some cases, becoming a resource to others. In addition to using this differentiated approach to place new hires, it also provides guideposts for employee development and promotional opportunities.
All Levels
• Bachelor's degree required in Math, Economics, Accounting, Finance, Actuarial Science, or related field.
• Strong communications skills and the ability to interface with staff at all levels of the company.
• Strong analytical and problem-solving with a focus on meeting expectations and requirements of both internal partners and external customers.
• Ability to extract and analyze data and implement process changes.
• Experience with Microsoft Office Suite.
• Demonstrates strong organizational and prioritization skills with ability to prioritize, plan, and problem solve in a team environment.
• Strong attention to detail.
• Commitment to continuous improvement of their own skill and team functioning.
• Must be self-motivated and able to work independently, as well as on intra-departmental teams where needed.
• Ability to perform under pressure and adapt to rapidly changing priorities.
Level II (in addition to Level I Qualifications)
• Successful completion Pathway Year 1
Level III (in addition to Level II Qualifications)
• Successful completion Pathway Year 2
Physical Requirements:
- Ability to work while sitting and/or standing at a workstation viewing a computer and using a keyboard, mouse and/or phone for three (3) or more hours at a time.
- Ability to travel across the health plan service regions as needed.
The salary range indicated in this posting represents the minimum and maximum of the salary range for this position. Actual salary will vary depending on factors including, but not limited to, budget available, prior experience, knowledge, skill and education as they relate to the position's minimum qualifications, in additional to internal equity. The posted salary range reflects just one component of Excellus's total rewards package. Other components of the total rewards package may include participation in group health and/or dental insurance, retirement plan, wellness program, paid time away from work, and paid holidays.
Minimum Salary: $55,400.00 Maximum Salary: $78,900.00
