Executive Director, Corporate Data Governance

What You’ll Do
The Executive Director, Corporate Data Governance provides critical support to the Chief Risk Officer to implement, maintain, and lead data governance initiatives at OCC. Responsibilities include creating and maintaining policies, as well as standard operating procedures for data licensing, data creation, data confidentiality, data availability, data quality, data lineage and data integrity processes to support OCC’s core clearing, settlement, risk and operations at scale. The individual will also provide training and support to all data governance stakeholders, and involve close collaboration with the broader Corporate Risk Management team and other key OCC stakeholders in Financial Risk Management, Business Operations, Technology, IT Security, Corporate Functions, etc.
Primary Duties and Responsibilities:
To perform this job successfully, an individual must be able to perform each primary duty satisfactorily.
Develop and maintain the Data Governance framework, policies, and procedures
Develop and maintain, subject to Management Committee and Board approval, key risk indicators for data handling
Develop and deliver data governance education and awareness program to train OCC personnel on data governance responsibilities
Ensure Process Owners maintain active monitoring of data quality and integrity
Conduct independent quality assurance assessments on the execution and performance of the data governance framework and report observations, conclusions, and recommendations for improvement to the Data Governance Working Group
Institute, manage, and maintain technical and business metadata glossaries
Serve as Chair of the Data Governance Working GroupÂ
Facilitate and oversee Process Owners are submitting data that is reliable, complete and conforms to data standards
Participate in routine and on demand regulatory review sessions including the annual SEC Reg SCI Technology Controls Program exam.
Lead remediation efforts related to findings and observations in areas of responsibility; ensure remediation efforts addresses root cause, improves OCC’s residual risk, and is completed in a timely manner
Perform other duties as assigned
Supervisory Responsibilities:
Serve as a coach and mentor to other team members, challenging them to stretch their skillset to the next level
 Manages team of 5-8 staff

Extensive enterprise experience and executive presence navigating a complex data environment, be proficient at finding, combining, and cleansing/transforming data from different data sources, and can understand data without formal data structure and metadata
Strong analytical and problem-solving skills and who can foster and maintain a collaborative and productive work environment
Robust understanding of risk management and how data governance can strengthen risk management
Knowledge of regulatory rules and regulations related to the SEC/CFTC
Knowledge of the financial services industry, including the financial, market, liquidity and operational risks of broker-dealers, futures commission merchants, commercial banks, pension funds, and financial market utilities
Proficient in designing and producing quality reports and presentations with a focus on attention to details
Possess the professional gravitas to interact and collaborate with all levels of the organization and across a multitude of departments
Proficient and effective in managing multiple tasks/projects and deadlines simultaneously, as well as the ability to adapt to shifting priorities
Extensive experience supporting department efforts in internal audits or regulatory exams, including responses and remediation action plans
Expert knowledge of data quality metrics and board level reporting is required
Creative thinker who can articulate ideas clearly
Excellent organization skills – must be detail oriented
Strong interpersonal skills, including excellent written and oral communication skills
Proven ability to lead distributed teams and drive transformative change
Demonstrated leadership skills to include interacting and collaborating with people at all levels of an organization and across multiple functional areas
Technical Skills:
Expert knowledge of regulatory frameworks such as DAMA, GDPR, COBIT, NIST, PFMI, Reg SCI, CCA, Dodd Frank and SEC guidelines required
Ability to understand common coding languages such as Python and work with developers to implement & verify controls based on SEC guidelines
Education and/or Experience:
Minimum of 10+ years of experience in Data and Information Governance in highly regulated industries
Experience with implementation of large EDM and governance platforms like IBM ISEE
Bachelor and/or Masters degree in computer science or related fields
Certificates or Licenses:
DAMA certification preferred
