Job Description:

Job Summary: The Executive Director Talent Acquisition is responsible for directing, identifying and executing relevant, current and innovative talent acquisition/management strategies. The Executive Director will focus on achieving the most appropriate and successful sourcing and selection resources for highly qualified and diverse talent. The person in this role seeks to implement and sustain the organizational talent pipeline that ensures future talent needs are being met for key organizational jobs/roles.

Essential Job Functions & Accountabilities:

  1. Prepares department operating budgets on an annual basis and monitors areas of responsibility for compliance within current budget.
  2. Participate in Leadership Development activities; implement strategies and processes to improve employee morale and performance.
  3. Provides input for Human Resources policy and procedure development and revisions. Implements policy revisions and/or new policies through a planned communication or education session.
  4. Promotes team development through staff meetings, education, performance appraisals and identification of mutual goals to enhance continued professional growth.
  5. Maintains confidentiality of all Human Resource activities. Provides information on a need-to-know basis using discretion and judgment regarding confidential matters.
  6. Prepares and administers departmental performance evaluations.
  7. Administers operations through a team of Recruiters and support team members to ensure timely, accurate, efficient and courteous Human Resource (HR) service delivery.
  8. Develops strategic recruitment plans and initiatives for timely filling of vacant positions. Collaborates with facility Senior Leaders/Directors and other JPS Human Resources team members to promote efficient, high quality and cost-effective recruitment and employment processes. Analyzes current and future staffing needs, trends in vacancies and turnover and develops programs/plans to meet staffing needs.
  9. Provides processes, resources and tools that contribute to a positive candidate experience.
  10. Collaborates with JPS leaders to ensure a positive onboarding experience for students, contractors and volunteers.
  11. Functions as an integral part of the HR Leadership Team to develop and implement talent management plans and accomplish the goals and objectives of the Human Resources division and the organization.
  12. Develops interviewing strategies (i.e. behavioral based, peer interviewing, etc.) that meet the needs of the departments.
  13. Develops, implements, and evaluates network policies and procedures on recruitment, testing, selection, and job placement and career placement counseling.
  14. Partners with Occupational Health to ensure activities including health assessments, drug and alcohol screening, exposure follow-up, immunizations, and other related activities are in compliance with policies and procedures.
  15. Organizational Development, identifies, administers and evaluates applicant tests.

Qualifications:

Required Qualifications:
  • Bachelor's Degree in a related field from an accredited University.
  • 10 plus years of recruitment experience.
  • 3 plus years of progressive management experience in Human Resources.
