External and Corporate Relations (ECR)
The mission of External and Corporate Relations (ECR) is to help build financial and political support for the World Bank Group, strengthen the Bank Group's role as a global thought leader in development by enhancing and safeguarding its reputation, and supporting operational teams to achieve country outcomes. ECR manages corporate communications and global engagement with key stakeholders, including media, civil society, foundations, private sector, donor countries, and international/ multilateral organizations, as well as employee engagement. ECR also manages strategic communications and stakeholder outreach for the World Bank's Regions, Global Practices and corporate departments, and leads the management of reputation risk.
Human Resources Vice Presidency (HRDVP)
The Human Resources Vice Presidency (HRDVP) provides strategic partnership to the World Bank Group to meet organizational goals, including attracting, developing, and deploying diverse talent. HR provides leading-edge services to a globally dispersed workforce, while reinforcing line managers' responsibility for people management. It develops HR strategy, policies/procedures, communications, knowledge products and learning offerings to enhance the employee value proposition and drive staff engagement in support of the World Bank's business objectives. It offers value-added solutions to staff and management globally, including recruitment, onboarding, mentoring, career management and mobility, performance/talent management, rewards and incentives, leadership development, analytics and reporting. It also plays a critical role in supporting the organization in its commitment to build a diverse workforce, embrace equity, and foster an inclusive workplace.
Advisor, External Affairs, HR
ECR is seeking an Advisor, External Affairs, for HR who will be the lead external affairs specialist in the vice presidency and oversee the ECR team assigned to it. Candidates for this role must have served successfully in senior external affairs positions with a record of sound political judgment, strategic leadership of complex communication initiatives, team supervision, and innovation in the use of communications tools and approaches, especially in employee engagement and campaigns. Applicants must have a deep understanding of the World Bank Group, its values, goals and operational processes, and its internal and external stakeholder environment. The advisor will sit on both the HR leadership team and ECR extended management team, and will report to the Director, Corporate Communications, in ECR.
Job duties and responsibilities
1.Strategic communications leadership:
- Work as a strategic advisor to the HR Vice President, leadership team and task teams on employee and stakeholder engagement, positioning opportunities, issue and risk management, and leadership communication.
- Serve as HR's lead external affairs expert, and shape, drive and monitor the design, development, and delivery of communications strategies for HR's initiatives and issues in coordination with relevant units in ECR to help position the Bank as the employer of choice, global leader in development, and mobilize support for its work.
- Maintain close linkages with HR's and ECR's senior management ensuring that evolving priorities are effectively addressed.
- Anticipate complex issues requiring multi-faceted communications and stakeholder and employee engagement support, and develop and implement positioning and risk mitigation strategies coordinating with ECR's other departments as needed.
- Form and manage effective professional relationships with key external and internal constituencies, including the Staff Association, academia, specialized journals, relevant think tanks, community groups and influencers.
- Build strategic partnerships both inside and outside the WBG to deepen understanding of the https://www.macys.com/my-bag?cm_sp=navigation-_-top_nav-_-bag&lid=glbtopnav_bag-usBank's operational objectives, ensure recognition of development results, and bring in external perspectives through strategies for structured listening and engagement.
- Represent the WBG on complex and sensitive issues with internal audiences.
Serve as a constructive and collaborative member of the HR leadership team and ECR extended management team, and work seamlessly across the matrix.
- Ensure the ECR team assigned to HR is responsive to client needs and delivers relevant, timely and quality communications outcomes through clear and monitored work programs aligned with strategic business goals.
- Provide advice and support to HRVP on internal and external engagements.
- Grow and mentor staff, take responsibility for their professional development, and support staff learning.
- Serve on the ECR Talent Board to promote consistent professional standards, learning opportunities, talent management, and career development across the broader external affairs family in the World Bank Group.
- Ensure effective use of allotted budget and that deployment of Bank resources is consistent with Resource Management rules, policies and internal controls.
Selection Criteria
- An advanced degree in communications, journalism, political science, international relations, public affairs, or other related fields, and 12 to 15 years of substantial professional experience in positions of increasing complexity and responsibility.
- Communication and Stakeholder Engagement Strategy and Execution in International Development - Recognized authority in subject area both inside and outside the WBG. Maintains dialogue with key stakeholders to help prioritize and strengthen role of the WBG. Makes high impact, results-oriented presentations to decision makers and builds consensus.
- Relationship Management, Political Awareness and Diplomacy - Leads and manages the overall relationships with critical internal and/or external high-risk, critical constituencies to foster strategic partnerships and to strengthen the WBG's overall effectiveness and image.
- Client Understanding and Advising - Acts as a credible business partner and works with a long-term VPU-wide perspective in addressing clients' needs.
- Broad Business Thinking - Maintains a deep understanding of key business issues and the broader WBG-wide ramifications of individual account decisions to ensure consistency across WBG. Partners with business leaders to sponsor long-term enterprise-wide initiatives.
- Social Media, Information Channels, and Communication Tools Awareness - Develops, strategizes, implements and monitors social media and integrates it into the broad communication strategy. Leads and directs the team in the use of social media within the overall communication strategy.
- Access to Information Policy - Leverages the WBG's Access to Information Policy when advising in areas related to information dissemination and as a strategic tool.
- Content Development and Editing - Provides strategic oversight of overall content development of communication and/or knowledge products and series. Is recognized as a subject matter expert inside and outside the WBG. Supervises the development of expertise in this competency in others.
- Lead and Innovate - Inspires and influences others to drive innovation.
- Deliver Results for Clients - Acts as a trusted, strategic advisor, partnering with clients to deliver results.
- Collaborate Within Teams and Across Boundaries - Leads collaboration across WBG and with partners drawing on robust professional networks.
- Create, Apply and Share Knowledge - Establishes an environment where knowledge is created, applied and shared.
- Make Smart Decisions - Makes timely decisions that have a broad impact.
