Overview

Under the supervision of the Director of Field Operations and Reporting (DFO&R), the Field Operations Manager (FOM) provides guidance, support, and supervision to Monitoring Support Leads (MSLs) and the review team during Focus Area One (FA1) and Focus Area Two (FA2) Federal monitoring reviews. This includes real-time feedback pre-review, during the review, and post review. FOMs are responsible for reviewing data entered into IT-AMS daily and ensuring data collected helps the Office of Head Start (OHS) better understand grant recipient performance and compliance. FOMs ensure draft reports are clear and concise, findings align to correct citation/regulation, evidence, documentation, and notes support determinations, and all information collected during the review event is accurate (i.e. numbers and percentages).

In addition, the FOM is responsible for supervising a team of Monitoring Support Leads through daily touchpoints and one-on-one conversations that focus on professional growth and development to meet the OHS deliverables and outcomes.

Responsibilities

  • Ensures the content, quality, and timely submission of draft reports are delivered to the DFO&R and reporting team within the prescribed timelines.
  • Responsible for real-time feedback to the MSL for pre-site, on-site, and post-site review.
  • Ensure accurate, comprehensive analysis of grant recipient compliance and performance.
  • Ensures accurate legal citation and clear documentation to substantiate the grant recipient’s risk analysis, performance, and findings.
  • Responsible for pre-site, on-site, and post-site Focus Area One (FA1) and Focus Area Two (FA2) field work; quality of data and evidence collected; and follow-up on any questions or clarification required to ensure an accurate report.
  • Ensures collected evidence is accurate, aligns with notes and citations and is properly labeled and easily identified
  • Participates in on-site meetings as needed.
  • Collaborates with the Scheduling and Logistics Manager to ensure reviews are scheduled and logistics confirmed accordingly.
  • Ensures data is entered into IT-AMS by the MSL and reviewers according to the prescribed timeline.
  • Responsible for the outcome of field work and ensures the draft report meets OHS’ standards.
  • Provides facilitated coaching through self-directed and self-reflective learning experiences that include questioning, active listening, and appropriate challenge in a supportive and encouraging climate.
  • Provides written documentation for recommended supports and resources needed for individuals and/or team.
  • Assists in the development of training and resources for all MSLs and contract staff.
  • Supports the presentation of training, webinars, and other professional development opportunities.
  • Participates in meetings and conference calls with the client and others on the contract
  • Ensures implementation of field operations processes as outlined in the Standard Operating Procedure Manuals
  • Identifies training needs, trends, and performance gaps and works with the Director to develop and support a plan for MSLs’ professional growth.
  • Conducts regular staff meetings with team members to provide updates, guidance, and support to build individual and team capacity.
  • Provides individualized support and guidance to MSLs and other internal and external team members using techniques and strategies that are meaningful, engaging, and respectful of individual learning and coaching needs.
  • Ability to conduct FA1 and FA2 reviews based on the business needs of the organization
  • Complete weekly status reports
  • Participates in scheduled Managers’ meetings to provide recommendations and suggestions for quality improvements.
  • Identifies content-specific issues and recommendations and participates in client discussions with the DLH Leadership and the OHS staff, as required.
  • Consults and coordinates with subject matter expertise (SMEs), Regional Office, & Oversight team for support and needed guidance to ensure alignment with Head Start Program Performance Standards (HSPPS), Head Start Early Learning Outcomes Framework (HSELOF), Uniform Guidance and the OHS priorities.

  • Participates in professional development to enhance the knowledge and skills related to job functions and responsibilities.
  • Facilitates the implementation of the OHS Monitoring System and tools (e.g., protocols), monitoring strategies, methodology, workflow processes, guidance, and benchmarks for all monitoring review activities
  • Analyzes trends, gaps, and patterns from review data analysis skills; identifies complex issues; and communicates issues and recommendations to the Field Operations Director.
  • Works with team leaders, managers, and subcontractors to identify the processes and practices aimed at accomplishing the contract deliverables and improving the overall field operations quality.
  • Collaborates with the Follow-Up Manager if a Special Review coincides with a FA review to ensure no overlap or irregularities exist between the FA review and Special Review.

Qualifications

Bachelor’s degree and minimum of 8 years of experience or the equivalent of education and experience in human services, early childhood, business management, or a related field. Minimum of 5 years’ management-related experience in Head Start/Early Head Start programs at local and/or state level. Bilingual Spanish-speaking skills preferred. Experience successfully managing a virtual team preferred. 

Unique Job Requirements and Characteristics

• Available and accessible to consultant reviewers across U.S. time zones.
• Ability to travel at least 20-40% of the time.
• Ability to effectively manage a virtual team.

Basic Compensation: $100,000 - $110,000

The salary offered within this range will be based on the selected candidates skills, experience, education, market data, and internal parity. DLH may offer other rewards that may include performance incentives and program-specific awards.  An applicant’s salary history will not be used to determine compensation.
