The Vice Presidency for Corporate Support (COSVP) integrates Budget and Business Administration, HR, Communication, Partnerships, and Information & Technology functions under one umbrella to enable execution of IFC's management and operational needs in the best way. Within COSVP, Budget and Business Administration department (CBA) plays a pivotal role in allocating IFC scarce resources and aligning them to IFC 3.0 by leveraging budget as a management tool to mainstream the corporate strategy, creating profitability and efficiency metrics, improving the scorecard, and overseeing procurement and facilities administration.

CBALA is a unit within the CBA department supporting both HQ and LAC region-based Operational units within CELVPU. CBALA is looking to recruit a Finance Analyst to support CBALA client departments in reporting and analytics and resource management related activities including budget administration and work program support, controls, funds management, and other ad hoc tasks. The position reports to the Regional Finance Controller, CBALA.

Roles and Responsibilities

Data Visualization and Analysis:

• Conduct research using WBG and IFC source systems at the VPU/department/unit level (examples of applications: SAP, FSRS, BPC, IBIS, iPortal, BI, etc.). This includes not only data retrieval but also interpretation, presentation development and write-up of analysis and recommendations on an independent basis with minimum supervision.

• Design, develop, and maintain user-friendly data visualizations and dashboards using complex datasets from different sources.

• Understand, analyze, and interpret linkages and relationships between budget processes, operational processes and task objectives using strong conceptual, analytical, and evaluative skills.

• Use Microsoft software tools to produce data visualizations, presentations and reports

• Independently handle complex and technical financial, administrative, cost effectiveness or policy and program issues.

• Monitor and analyze cost effectiveness and financial performance at various levels.

Financial management of department work program and resources:

• Support budget lead on budget formulation, execution, forecasting, monitoring, and reporting activities. Supports regular expense reviews, identify trends and issues, and ensure budget data quality.

• Support the annual Country Driven Budgeting exercise for Advisory and Upstream.

• Manage WBS elements, create new charge codes and provide appropriate charge codes to staff for various business purposes.

• Perform other ad hoc tasks as required to support the financial management of client departments.

Financial Control and Fiduciary Responsibilities:

• Support internal control framework of the department's financial transactions, including review of effectiveness of the internal control systems or processes.

• Perform regular analyses and prepare exception reports; identify problem transactions/irregularities and resolve problems in a timely and effective manner.

• Assist and provide business intelligence and, if required, supporting documents and reconciliations during preparation to internal and external audits and coordinate their smooth implementations.

Selection Criteria

• Relevant bachelors degree (Finance or Accounting) with two to four years of relevant professional experience, or equivalent combination of education and experience.

• Sound knowledge and understanding of accounting theory, concepts, and principles, combined with proven practical skills in financial and cost accounting reporting, business planning, work programming, budgeting, financial management and audit.

• Validated experience in analytical skills (especially finance and budget analytics): proven track record of conducting research and analysis, data mining, report generation, good narrative grasp of 'the story behind the numbers', and ability to articulate and present issues and tradeoffs and recommend solutions to aid management in decision-making.

• Good understanding of critical linkages and relationships between budget processes, business operations and objectives and good conceptual, analytical, and evaluative skills.

• Desired working proficiency in SAP, AO, BPC, FSRS, iPortal, IBIS and other RM systems used by IFC for transactional and reporting purposes.

• Experience in Power BI, Tableau or other data visualization tools desirable.

• Strong problem solving, conceptual, and analytical skills.

• Exceptional Excel spreadsheet design skills, ability to quickly identify logical data structures; proficiency in using Microsoft Word and Power Point presentation software.

• Proven, consistent dedication to excellence and consummate attention to detail.

• Proven experience in the development and implementation of new technologies related to resource management and budget/operations monitoring. Interest in or enthusiasm around working with technology rollouts.

• Strong communication skills (in English), both written and oral, to convey complex budget and administrative financial issues concisely to peers, management, and staff within and across departments.

• Strong interpersonal skills and ability to work effectively within team, or internal/external partners in a multicultural environment.

• Ability to develop solid relationships with key stakeholders and build productive partnerships.

• Ability to work under pressure; flexibility in handling several concurrent assignments.
