Salary and Scheduled Increases:
- Current Salary Range: $145,434 - $185,598/annually
- July 1, 2024: 6% increase (salary adjustment + cost-of-living increase)
- July 1, 2025: 2 - 4% cost-of-living increase
- Annual Merit Increases: Full time employees are eligible for 5% merit increases on an annual basis until they reach the top of their pay range.

The Finance Manager is an exempt, management-level position reporting to the Director of Administrative Services. This position plans, manages, supervises, organizes, coordinates and directs the activities and programs of the finance and accounting sections.
Overview of Responsibilities
The Finance Manager is a key member of the district's management team. They provide direction and leadership to four staff members and is responsible for a variety of areas and duties including:
Plans, organizes, manages, integrates and monitors the work of the finance division including general ledger, accounts payable, accounts receivable, payroll, budgeting and preparation of the Annual Comprehensive Financial Report.
Plans and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development.
Updates the five-year financial projection and water rates on an annual basis consistent with cost-of-service principles and the district's cost of service water rate model.
Maintains current knowledge of all practices, policies and accounting pronouncements related to the district's activities with the CalPERS Defined Benefit Plan and the district's Other Post-Employment Benefit Plan with the California Employers' Retiree Benefit Trust.
Acts as the deputy treasurer for the district; directs and manages the accounting function and assists in the management and investment of cash; ensures that the ACFR, state controller's and compensation reports are prepared and submitted timely; obtains data and prepares special schedules and spreadsheets; conducts special studies as required.
Conducts the management of the district's debt and grants, including ensuring that all reporting requirements are met for timely disbursement of funds and continued compliance with loan and grant documents.
Interacts and plans work with outside consultants including financial auditor, cost of service consultant, banking partners and actuaries.
Presents proposals and recommendation clearly and logically to board of directors or similar governing body.

Qualifications
Possession of a bachelor's degree from an accredited college or university with major course work in accounting, finance, business administration or public administration. At least eight years of progressively responsible professional finance and/or accounting experience is required.
A master's degree in business administration, public administration, accounting, finance or related program can substitute for one year of work experience.
LICENSES & CERTIFICATIONS
Certified Public Accountant is desirable. A valid Class C California driver's license and the ability to maintain insurability under the district's vehicle insurance policy.
