Department Summary:
MITRE's Finance organization is seeking a Finance Manager to support the MITRE National Security (MNS) Sector Integration & Operations (I&O) Team which manages financial deliverables associated with the overall contract vehicles and maintains project health information (setup and funding) in Costpoint. This role will also have direct supervisory responsibility over I&O staff. As a Finance Manager you will be responsible for being a day-to day manager in the I&O. This team is responsible for:
Roles and Responsibilities:
- Contract Deliverables: producing financial contractual deliverable requirements list (CDRL) reports, invoices, and program status reports for the government. Ensures delivery in accordance with contractual due dates and validating all data that is intended for external consumption.
- Project Health: direct project setup and maintenance in Costpoint. Entering and managing funding records in Costpoint, validating project funding levels in government financial systems, and maximizing available funds by maintaining appropriate funding document sequence.
- Contract Level Resources: producing and maintaining contract-level resource workbooks, dashboards, and shared sites. Accessing government financial systems and retrieving data.
- Process Improvement: developing and implementing processes and best practices that increase efficiency and unlock capacity. Through process improvement enable the ability to scale across the organization and increase impact of the I&O team.
- Technology Adoption: integrating new business tools to transform existing processes. Defining requirements for prospective tools and technologies, supporting rollout efforts and acting as champions for change.
- Business Partnering: partnering with MNS Senior Finance Leaders, MNS Program Finance and Business Partner units. Close coordination and interaction with MNS PMO Director and Business Operations Managers, MNS Contracts, Accounts Receivable, Project Accounting, and the EBSOD team. Primary point of contact to United States Department of Defense (DoD) contract and finance staff.
- Governance: Ensures appropriate controls are in place to adhere to contractual rules and regulations.
This position is accountable to:
- The Director of Financial Planning & Analysis (FP&A) for MNS to effectively implement and manage established goals.
- The Department Manager for MNS Contracts to provide accurate and timely CDRLs suitable for delivery to the government.
- Finance Business Partners and Program Finance Managers to ensure operational excellence (project health and contract governance) is maintained across MNS.
- Other Finance teams (for example, Accounts Receivable, EBSOD, Project Accounting) to ensure cross-organization collaboration and integrated business operations execution.
Minimum Qualifications:
- Bachelor's degree in related field (or equivalent in combined education and experience)
- 5-7 years of related job experience with at least 2 years of supervisory/management experience leading teams delivering multiple high visibility initiatives simultaneously
- Experience managing contracts and the financial reporting requirements involved with the DoD. Possess a robust understanding of DoD requirements and processes for contract and financial management - including recurring financial and comprehensive reviews.
- Knowledge of Cost-Plus federal contracting - ideally with the DoD. The candidate should have experience in the process by which Cost-Plus contract terms are negotiated and has a track record of securing favorable terms for their organization.
Preferred Qualifications:
- The ideal candidate will have knowledge of how the DoD allocates and prioritizes Staff Years of Technical Effort (STE) and how contractors manage and deliver those STE.
- Master's degree in related field preferred.
- Experience with Deltek Costpoint, Unison CLM, and Cognos Analytics preferred.
