Description for Financial Analyst in FIFDA, DFTPR - Washington, D.C.

The Development Finance Vice-Presidency (DFi) is responsible for the management and monitoring of policies, procedures, and resources for the World Bank's development financing vehicles. DFi sets the policy framework for the World Bank Group's development finance by engaging in strategic resource mobilization, playing an intermediation role to help align the needs of recipients, WBG institutional priorities, and priorities of funding partners, through a variety of funding instruments. These include the International Development Association (IDA), the World Bank's fund for the poorest, the International Bank for Reconstruction and Development (IBRD), and Trust Funds, including Financial Intermediary Funds (FIFs).

Within DFi, Development Finance Trust Funds and Partner Relations (DFTPR) Department is at the forefront of the Bank's engagement in Trust Funds, FIFs and Partnerships. The Department is responsible for managing and administering the Bank's US$45 billion (June 2023) portfolio of Trust Funds and FIFs, designing and establishing new, multi-donor partnership initiatives underpinned by Trust Funds and FIFs, and setting the policy and procedural framework for Trust Funds, FIFs and Partnerships in a manner they complement IDA and IBRD.

Located within the DFTPR Department, the Financial Intermediary Funds, Digital Solutions and Analytics (FIFDA) is responsible for providing policy advice, management of donor relations, portfolio monitoring, financial, investment and risk management for 27 Financial Intermediary Funds (FIFs). FIFDA's mandate includes leading the digital solutions to support the FIFs and TFs, production of TF Annual Report, delivery of value-added analytics for the WBG External Funds portfolio, Co-financing, Aid Architecture through cutting-edge technology and digital solutions.

FIFDA seeks a Financial Analyst (Level GE) in Washington, D.C., who will be responsible, inter alia, for supporting the fiduciary responsibilities and financial trustee functions for FIFs, as well as implementing other FIFDA responsibilities from Washington, D.C. The function will report to the Cluster Lead of the Analytics, Financial and Risk Management (FMA) in FIFDA in DC.

Duties and Responsibilities:

The Financial Analyst will work in the FMA Cluster as part of a team of professionals of the Financial Intermediary Funds, Digital Solutions and Analytics (FIFDA).

• As a member of Financial Intermediary Fund teams, support the FIF Team Leads in fulfilling the WB's Trustee responsibilities, in day-to-day operations of designated FIFs, and other activities with Program Secretariats, development partners, and WB business units on the trustee operations of the FIF.

• Support the FIF teams on liaising with development partners, Program Secretariats, and other FIF entities in delivering Trustee Services and fiduciary responsibilities for FIFs.

• Support FIFDA teams on the financial management functions related to FIFs, including but not limited to, managing legal covenants with development partners, for contributions, as well as, with Implementing/Supervising entities for use of FIF resources.

• Undertake financial analysis, prepare reports, and support DFTPR's presentations to management, external governing bodies/development partners, clients, etc.

• Collaborate with other FIF teams in delivering the agreed work program related to financial management activities of FIFs, both in DC and Chennai.

• Support the coordination with the external audit process for designated FIFs; gather and provide documentation to auditors.

• Contribute inputs to the Department's control framework and IT systems development for recording business events in the institutional systems.

• Support the digital solutions group in cross functional project teams on enhancements/additions to the existing digital tools.

• Other tasks as instructed by Cluster Lead of Analytics, Financial and Risk Management.

Selection Criteria

• Master's degree(s) in Finance or Business, with at least two years of experience with strong ability to implement complex work program for DFTPR's trustee operations for Trust Funds and Financial Intermediary Funds.

• Good understanding of operational and financial structure of trust funds, financial intermediary funds, and co-financing. Demonstrated in-depth knowledge of Bank's operational policies, processes, and procedures, preferably with prior experience in issues related to finance.

• Solid experience of SAP or equivalent financial systems used by the World Bank Group; and experience with oversight and executing of financial and reporting systems. Proven skills and knowledge of the latest digital tools and platform.

• Good understanding of Bank's controls environment and risk management is required.

• Demonstrated high level of initiative, self-confidence and a self-starter.

• Diplomacy and strong interpersonal skills; commitment to work with development partners, and in a team-oriented, multi-cultural environment; detail oriented.

• Proven capacity to multi-task, deliver results and respond quickly and effectively to requests. Ability and desire to meet tight deadlines

• Experience with SAP system solutions for analytics and reporting for Trust Funds, FIFs and Co-financing is required.
