Financial Analyst

Applied Research Associates, Inc. is seeking a Financial Analyst to provide financial and program analysis support to the Office of the Undersecretary of Defense for Research & Engineering (OUSD(R&E)) in the investment and monitoring of R&D funds. This position is onsite at a Government location(s) in the National Capital Region (and telecommuting where approved). The candidate demonstrates mature judgement required to interface with senior Government personnel and external stakeholders including other Government agencies, academia, and industry. The candidate also coordinates other administrative functions and process improvement.

This position requires a candidate with experience leading and performing a variety of tasks to support Government leaders, providing:

• Assistance in preparation of required documentation and analysis to support the DoD PPBE process, to include but not limited to Research and Development Descriptive Summary, Budget Issue Papers, and Support documentation for Program Decision Memorandum
• Assistance in preparation of the President's Budget and POM/BES, to include developing/changing budget proposals and corresponding issue nominations and detailed budget
• Assistance in establishing and monitoring metrics to measure the value of DoD's program
• Assistance in preparation and review of program funding requests (Statements of Work), Funding Plans, Sub-allocation letters, unfunded requirement justifications, execution status reports, and other budget/financial documentation
• Preparation of analyses and evaluations of the effectiveness of programs and operations, and analyze financial and budgetary trends, to include preparing for budgetary and programmatic documents and briefings for review and use of DoD senior leadership
• Monitoring of DoD program execution, including submission of required documentation for release of funding, and follow up on distribution of funding, monitoring of obligation and disbursement rates for funded projects, and documentation of annual expenditures
• Preparation for and participation in Tri-annual reviews, Mid-Year reviews, End-of-Year reviews, and other PPBE meetings as required
• Preparation of input for and analysis of reports from electronic systems to include: DTIC R2 system and others as required
• Assistance in identifying baseline financial processes and designing target financial and business processes and procedures that, when implemented, can result in significant improvements in mission and cost effectiveness
• Recommending resolution to problem sets/challenges and improvement of budget formulation, execution, and monitoring processes

Required Qualifications:

• BS degree in a relevant technical discipline
• 2-4 years of related experience
• Secret security clearance
• Experience supporting US Government clients
• Experience coordinating across multiple organizations
• Background in OUSD(R&E) financial management

Desired Qualifications:

• Previous SETA experience
• MS or MA degree in a relevant discipline
• 5+ years of relevant experience
• Top Secret or TS/SCI clearance (or DCID 6/4 eligibility within the last five (5) years)

This position is contingent upon award of a contract expected in November 2022-February 2023 supporting a US Government customer.
