Job Summary:
The Financial Analyst Level 3 / Senior Associate will be a key player in supporting the transition of the Department of the Navy's financial systems to a modern Navy ERP system. This role requires a proactive approach to managing complex financial data, providing strategic analysis, and implementing innovative solutions that align with the strategic goals of ASN FM&C. The ideal candidate will apply advanced technical expertise and analytical skills to implement business solutions, supporting audit response, remediation, internal controls, and financial processes in alignment with GAAP, SFFAS, and relevant OMB policies.
Responsibilities & Duties:
β’ Independently execute advanced data cleansing strategies within SABRS to prepare for BSO migrations to Navy ERP, targeting critical financial KPIs.
β’ Perform in-depth risk identification and analysis of financial data to identify and address problematic conditions.
β’ Provide expertise in financial reporting, audit remediation, and ensure compliance with GAAP, SFFAS, and OMB policies.
β’ Collaborate with BSO Staff, contractor teams, and OASN FM&C & FMO to align and streamline data cleansing efforts.
β’ Lead projects in developing and maintaining IMS for efficient progress tracking and reporting.
β’ Utilize advanced analytics and RPA technology to validate and correct financial data, ensuring readiness for ERP migration.
β’ Conduct comprehensive root cause analysis for financial anomalies, developing sustainable solutions to enhance fiscal readiness.
β’ Prepare MFRs based on KPI reports and upload for approval in accordance with the timeline provided.
β’ Regular updates to FMO-specific dashboards and callouts with strategic insights and actionable items.
β’ Leadership in meetings to communicate progress and align strategies with project timelines and objectives aligning to Eastern Time Zone.
β’ Resolve issues such as Negative Unliquidated Obligations (NULOs), including those associated with contracts and labor.
β’ Address Unmatched Transactions (UMT) concerns, focusing on disbursements and collections relevant to migration.
β’ Tackle Common Interface File Errors (CIF), Labor Errors, and other discrepancies impacting financial data quality.
Qualifications:
β’ Active DoD Secret clearance or the ability to obtain one.
β’ Bachelor's degree in finance, accounting, economics, or related field.
β’ A professional certification such as CPA, CISA, CIA, CGFM, or CDFM is required.
β’ Minimum of six (6) years of progressive, relevant experience in financial management, with in-depth knowledge of SABRS, Navy ERP, or SAP ECC/S/4HANA systems.
β’ Proficiency in data cleansing, financial modeling, forecasting, and use of RPA technology. Exceptional problem-solving skills and the ability to manage complex financial data and projects. Excellent communication and presentation skills.
Preferred Qualifications:Β
- Experience in financial reporting and accounting in compliance with FFMIA guidelines.
