Job Description
Summary
This position is part of the WAPA-UGP-Upper Great Plains. As a Financial Program Analyst, you will prepare financial analyses ensuring financial, accounting and budgeting practices accurately represent operational activities, and accurately distribute costs among funds and projects.
This is not a remote position. The selectee will be required to be physically present at the following duty locations:
- Billings, MT
- Bismarck, ND
- Huron, SD
- Watertown, SD

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.
For the GS-09: One year of specialized experience equivalent to the GS-07 level which includes ALL the following:
- Exposure with automated programs and/or financial systems.
- Experience in reviewing and understanding financial data.
- Exposure to legislation, policies, and/or regulations governing the use of funds.
-OR- Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, abilities, and competencies necessary to do the work of the position,
-OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position
For the GS-11: One year of specialized experience equivalent to the GS-09 level which includes ALL the following:
- Experience with commonly used budgetary practices and procedures.
- Experience assisting with automated programs and financial systems.
- Experience in analyzing financial data.
- Experience assisting with legislation, policies, and/or regulations governing the use of appropriated, reimbursable, revolving, and/or alternative financing funds.
-OR- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Mathematics, Quantitative Methods, or Organization and Management.
-OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position.
For the GS-12: One year of specialized experience equivalent to the GS-11 level which includes ALL the following:
- Experience with commonly used budgetary practices and procedures.
- Experience with automated programs and financial systems.
- Experience assisting in analyzing complex financial data.
- Experience assisting in evaluating program effectiveness.
- Experience with legislation, policies, and regulations governing the use of appropriated, reimbursable, revolving, and/or alternative financing funds.
Education
This vacancy allows for education to be used as a substitute for the specialized experience requirements at the GS-09 and GS-11 grade levels only. Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
