Summary

This position is part of the WAPA-UGP-Upper Great Plains. As a Financial Program Analyst, you will prepare financial analyses ensuring financial, accounting and budgeting practices accurately represent operational activities, and accurately distribute costs among funds and projects.

This is not a remote position. The selectee will be required to be physically present at the following duty locations:

  • Billings, MT
  • Bismarck, ND
  • Huron, SD
  • Watertown, SD

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

For the GS-09: One year of specialized experience equivalent to the GS-07 level which includes ALL the following:

  • Exposure with automated programs and/or financial systems.
  • Experience in reviewing and understanding financial data.
  • Exposure to legislation, policies, and/or regulations governing the use of funds.

-OR- Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, abilities, and competencies necessary to do the work of the position,

-OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position

For the GS-11: One year of specialized experience equivalent to the GS-09 level which includes ALL the following:

  • Experience with commonly used budgetary practices and procedures.
  • Experience assisting with automated programs and financial systems.
  • Experience in analyzing financial data.
  • Experience assisting with legislation, policies, and/or regulations governing the use of appropriated, reimbursable, revolving, and/or alternative financing funds.

-OR- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Mathematics, Quantitative Methods, or Organization and Management.

-OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position.

For the GS-12: One year of specialized experience equivalent to the GS-11 level which includes ALL the following:

  • Experience with commonly used budgetary practices and procedures.
  • Experience with automated programs and financial systems.
  • Experience assisting in analyzing complex financial data.
  • Experience assisting in evaluating program effectiveness.
  • Experience with legislation, policies, and regulations governing the use of appropriated, reimbursable, revolving, and/or alternative financing funds.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This vacancy allows for education to be used as a substitute for the specialized experience requirements at the GS-09 and GS-11 grade levels only. If you are substituting education for specialized experience, you must provide documentation supporting any education claims in your application. Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
