TheFinance, Competitiveness and Innovation (FCI) Global Practice combinesexpertise in the financial sector with expertise in private sector developmentto foster private sector led growth and help create markets in client countries. FCI's core lines of business are: (a) Financial Stability & Integrity; (b)Financial Inclusion, Infrastructure & Access; (c) Firm Capabilities &Innovation; (d) Long-Term Finance; (e) Climate & Risk Management; (f)Markets and Technology; and (g) Investment and Competition.
FCI in Latin America and the Caribbean
TheFCI portfolio and pipeline in the LCR includes about 20 loans (IPFs and DPLs)focused on both private sector and financial sector development issues,including competitiveness, business environment, entrepreneurial skills,innovation, integration into global value chains, firm productivity, digitaleconomy, financial inclusion, Fintech, infrastructure and housing finance andpension funds. Similarly, FCI delivers several analytical work and regionalreports as well as RASs in the region, including in collaboration with otherPGs.
Job Duties and Responsibilities:
TheFinancial Sector Specialist, based in Washington DC, will be expected to workacross the LCR region, with a versatile skillset and expertise to coverintegrative solutions focusing on financial sector aspects. FCI's FinancialSector program covers a variety of analytical and operational projects aimed atenhancing the stability, efficiency and developmental impact of financialsectors in the region. The program cuts across several topics, including safetyand soundness of financial institutions, financial regulatory reforms,financial market development, green finance, digital finance/Fintech, SMEfinance and financial inclusion, among others. Specific tasks andresponsibilities will include, but not be limited to, the following:
-Lead and/or contribute to specific operational activities at all stages of theproject cycle for ASA and Lending Operations, including participation in thedesign and development of specific project components, and supporting theimplementation of ongoing EFI and FCI projects/activities.
-Serve as a task-team leader/team memberfor various financial sector projects and lead and/ or contribute to strategicpolicy dialogue with clients on the design of policies to promote a sound,efficient and inclusive financial sector
-Evaluate financial sector policies and market institutions with a view toformulating reform recommendations for financial sector authorities
-Work closely with the Program Leaders/Country Economists and CMUs to ensure theintegration of relevant financial sector issues in country strategies,SCDs/CPFs and work programs and country policy dialogue and engagement.
-Deliver quality research, analytical and advisory work on a wide range ofoperational, country and sector issues, providing expert interpretation ofinformation/data, identifying key pertinent issues and recommending targetedactions/solutions with a focus on financial sector development.
-Support the EFI team in the preparation of briefing material on countryprogram/sector and project issues, with emphasis on the financial sector. Produce technical notes and inputs, briefings, presentations, etc. as requestedby Management.
Selection Criteria
• Agraduate university degree (Master's or PhD) in Finance, Economics, or arelated field;
• At least 5 years of relevant professional experience (since completing graduatedegree) in the areas of financial sector development;
• Knowledge of the LCR Region, either through prior work experience in the regionor through research and publications;
• Demonstrated experience with, and knowledge of, Bank lending and analyticalinstruments, including DPF, IPF, and ASAs. IPF and/or DPF accreditation will bea plus though is not a requirement;
• Strong expertise in the financial sector, with proven ability and track recordin conceptualizing and delivering high-quality technical and analytical work;
• Strong proven track record and work experience in one or several of thefollowing areas: financial regulation and supervision, assessing climate risksand opportunities in the financial sector, MSME and housing finance;
• Knowledge and participation of Financial Sector Assessment Programs (FSAPs),and knowledge of the policy priorities of LAC clients will be an advantage;
• Integrative capacity including the ability to situate sectoral issues within abroader economic development framework;
• Strong client orientation and capacity to interact effectively with a range ofstakeholders within and outside the Bank and ability to collaborate and workacross boundaries;
• Excellent communication skills: both presentation and writing in English andSpanish;
