Financial Specialist - FCHS

JOB SUMMARY:

Zivaro is seeking a Financial Specialist to support the Foundation Cloud Hosting Services ("FCHS"). Zivaro has been supporting the Department of Interior ("DOI") since 2015 on the FCHS contract. The goal of FCHS is to harden the resilience of our DOI's IT systems using cloud service offerings for both existing and new cloud-based IT systems. This includes both Licensing and labor services across multiple Task Orders and a breadth of end users. This results in a complex financial management requirement sometimes including chargeback to end user organizations and sometime including consolidated/pooled structures.

Essential Functions:

The major responsibilities of this function are:

Financial Management

• Manage contract line item ("CLIN") funding and provide funding status reports.
• Manage frequent contract modifications.
• Understand Government funding sources: severable, non-severable, etc.
• Assures that funding balances and concerns are proactively communicated and addressed to assure minimal delays in contract performance and invoicing and collections.
• Deep understanding of the FCHS contract and program objectives to assure alignment of government goals, Zivaro responsibilities, and Zivaro goals.
• Design, implement, and utilize tools and processes to enable timely, accurate, and professional communication of:
  1. Items requiring Government and Zivaro Management input.
  2. Key relevant information to Government and Zivaro Management.
• Lead regular meetings with cross-functional teams and team-members across the Company to assure customer and employee satisfaction.
• Answers inquiries from Program Managers, Engineering, Finance, Contracts, and other staff as needed.

Transaction Processing

• Timely and accurate distribution of client invoices, payment application, error correction, and posting.
• Minimize invoice revisions through development of a review process for validation of applicable CLIN data, Funding, appropriate time-entry, time-entry comments, and bill rates.
• Support accounts receivables process, including billing, collection, and reporting activities.
• Interface and communicate directly with customer to address invoicing concerns, provide invoicing resolution, and assure timely collection.
• Prepares and maintains AR aging and other reports, perform account reconciliations, research, and data analysis on transaction histories and other financial related information.
• Assures timely, accurate, and professional processing of necessary purchase orders for the procurement of subcontractor labor.
• Assures timely, accurate, and professional processing of necessary sales orders and purchase orders for the procurement and delivery of OEM products, support, and services.

Financial Reporting and Analysis

• Collaborates with the Controller on preparation of all program related financial reporting and analysis.
• Analyzes processing flows, integration of external system interfaces, and internal subsystem modules; reviews data in reports and financial statements and identifies abnormal trends and control weaknesses.
• Researches and identifies best accounting practices and methods to ensure maximum profitability and cost recovery while maintaining compliance with the government contract and regulations.
• Performs other duties as assigned.

Basic Qualifications:

• Bachelor's degree in Accounting or Finance desired
• At least five years of finance and accounting experience
• Government contracting experience required

• Expert understanding of accounting matters and the ability to answer related questions
• Expert understanding of government accounting regulations such as FAR and GAAP.
• Ability to prepare income statements and understanding of their components.
• Strong quantitative and qualitative sills
• Excellent organizational skills and attention to detail
• Proficient in Microsoft Office suite and project execution and accounting applications.
• Strong analytical and problem-solving skills
• Excellent written and oral communication skills to write reports, work papers, operating procedures, and guidelines.

U.S. Citizenship is required for most positions at Zivaro, due to security clearance and government/federal contracts held by Zivaro.
