Conditions of Employment

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties, and may be required to lift/carry personnel such as an adult male in emergency situations.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires the incumbent to wear the prescribed uniform and/or personal protective equipment while on duty.
  • This position requires the incumbent to work a 72 hours per week (144 hours per pay period) which includes at least one 24-hour shift and may include working nights, weekends, and holidays.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime. This position performs, as required, mutual aid support to local fire departments.
  • The duties of this position require the incumbent to possess or obtain and maintain both a valid state Driver's License in one of the 50 U.S. states or possessions and a government driver's license.
  • This position requires successful completion of an annual Job Performance Test.
  • This position requires participation in a cardiovascular physical fitness program.
  • An individual not currently occupying a GS-0081 primary/rigorous position is required to successfully complete a pre-employment physical prior to being placed into this position.
  • Incumbent is subject to periodic (e.g. annual) medical examinations following appointment to determine fitness for continued performance of the duties of the position.
  • The work requires the incumbent to operate vehicles assigned to the Fire Protection and Prevention Division; the appropriate valid Emergency Vehicle Operator’s certification is required.
  • Incumbent must successfully complete an annual emergency vehicle operator’s course.
  • Incumbent must maintain a functioning telephone at their residence to aid in contact during recall/emergency situations.
  • Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience Requirement:

One year of specialized experience which includes: Controlling or extinguishing fires as a member of an organized fire department or brigade; Providing basic life support; AND Responding to and analyzing Hazardous Materials incidents.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-06 or above).

In addition to meeting the experience requirement above, applicants must also possess the following certifications through DoD Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board) in accordance with DoD 6055.06-M AND a State or National Registry EMT Certification Card indicating a future expiration date when applicable:

Certification Requirements at time of application:
Firefighter I; Firefighter II; Hazardous Materials Technician; Airport Firefighter; and National Registry EMT Certification - Basic

Certification Requirements within 24 months of occupying the position:
Driver Operator - Pumper; Driver Operator - Aerial; and Driver Operator - Aircraft Rescue and Firefighting (ARFF)

You will be evaluated on the basis of your level of competency in the following areas:
  • Emergency Medical Care
  • Fire Suppression
  • Firefighting Equipment
  • Hazardous Materials Response

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • This is a Term position, not-to exceed 5 years with provisions to extend up to 8 years. There are no provisions to be made permanent without further competition.
  • TERM Appointment with option for conversion (must be established prior to announcement opening): To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.
  • Direct Deposit of Pay is required.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
