FORCE DEVELOPMENT PROGRAM MANAGER
Job Description
JOB SUMMARY:
BB&E is seeking a Force Development Training and Credentialing Program Manager SME to support the AFCEC/COF Career Field Management Team by assisting the Government with force development requirements to include but not limited to the execution of the Vendor Training Program and incorporation of training and credentialing for 10 Air Force Specialties at Tyndall AFB, FL.
JOB DUTIES AND RESPONSIBILITIES:
- Assist civilian force development managers in support of 66 diverse Federal Wage System (FWS) occupational series.
- Liaise between the Career Field Manager, Force Development Division and AFIMSC-XZ to identify vendor training and credentialing opportunities for the 3E0-3E6 and 8H career fields.
- Resolve concerns and provide guidance that aligns with Air Force policy. This includes providing oversight of skill gap analyses and working directly with Force Development Managers to determine best-fit credentials for each Air Force Specialty Code that comply with the National Defense Authorization Act (NDAA), Subtitle F, Section 556 "Program to assist members of the Armed Forces in obtaining professional credentials".
- Assist with development, review, and sustainment of all Civil Engineer Education and Training Plans (CFETP) to ensure conformity with CFETP standards listed in AFI 36-2670, Air Force Total Force Development.
- Provide support to the AFCEC/COF in the development of required documents for the Specialty Training Review Team (STRT) Workshop, Utilization and Training Review Workshop (U&TW), and Engineer Training Panel (ETP) as it relates to FWS occupational series.
- Collect, consolidate and prepare two (2) to 10 business intelligence documents for Civil Engineer senior leaders.
- Provide expertise for criteria review and development of one (1) annual report detailing: vendor training program effectiveness and incorporation of credentialing opportunities.
- Perform Management Internal Control Toolset (MICT) Administrator duties for AFCEC/CO to ensure compliance with Air Force Instruction (AFI) 36-2670, Total Force Development, Chapter 4, Air Force Training Program and applicable AFIMSC/IG Center Self-Assessment Program (CSAP), MICT/IGEMS Business Rules.
- Assist with preparation of 82 Training Courses; to include Advance Course Attendance, Vendor Training, and Distance Learning. Attendance to six (6) conferences and workshops; to include Education Training Requirements Committee, Functional Advisory Council (FAC), U&TW, ETP, and OPS Conference.
- Prepares two (2) to eight (8) business intelligence documents for Civil Engineer leadership FWS strategic management. Provides expertise for criteria review and development of one (1) annual report detailing: FWS training curriculum, vendor training, credentialing opportunities, and specialty skills training course.
- Assist in maintaining and sustaining three (3) to nine (9) CE DASH Topic pages. Assist in maintaining and sustaining one (1) CE FWS FDM SharePoint.
- Review, analyze, and edit up to 71 FWS CFETPs annually.
- Attend all Training Review Team (STRT) workshops, Utilization and Training Review Workshops (U&TW), and Engineer Training Panel (ETP) annually.
EDUCATION:
- Bachelor's Degree
JOB QUALIFICATIONS AND SKILLS:
- Minimum of ten (10) years of experience to include three (3) years' experience in force development, with knowledge of AETC processes.
- Extremely high-level subject matter expertise for work described in the task.
- Extensive editorial and publications development experience including those used by DoD or other agencies of the Federal Government.
- Demonstrated past experience in designing and preparing reports, studies, and related documentation, developing charts and graphs to record results, prepares and delivers presentations, training, and briefings to leadership including General Officers and SES Civilians.
- Advanced knowledge and analysis of USAF Civil Engineer force development.
- Extensive consultation background on complex projects which require high level experience and knowledge of the subject matter for effective implementation.
- US Citizenship.
- Secret Security Clearance.
