JOB TITLE: .Net Developer

CLIENT: U.S. Department of Labor

LOCATION: Fully Remote

SUMMARY:

The DOL Mine Safety and Health Administration (MSHA) is looking to improve and modernize their Centralized Application System (MCAS). MCAS is a web-based application that serves as MSHA's core information management system enabling the agency to accomplish its mission of protecting the health and safety of the nation's miners. MSHA application improvements will focus on:

• Increasing Efficiency
• Improving Access and User Functionality
• Establishing Higher Security and Flexibility
• Eliminating Redundant Processes and Reporting
• Improving Data Sharing
• Reducing Errors and Improving Error Handling

ESSENTIAL DUTIES AND RESPONSIBILITIES:

To perform this job successfully, the .NET Developer must be able to perform each of the essential duties and responsibilities listed in a satisfactory manner:

• Collaborate with various stakeholders including system owners, business analysts, application developers and engineering team on requirements, scope, business environments and processes to create and implement service-oriented solutions
• Transform requirements into end-to-end technical solutions to cover business, functional, technical, management and security, etc. areas
• Design, code, test and manage various applications; follow outlined standards of quality related to code and systems
• Collaborate with development, engineering and product teams to establish standard process and best practices in an Agile/Scrum (SAFe) environment
• Support automated tests and conduct performance tuning
• Monitor and maintain existing .NET solutions
• Adapt existing architecture to align with new business goals
• Develop architecture and design document

Requirements

EDUCATION and/or EXPERIENCE:

• Bachelor's degree in Computer Science, Engineering or a related/similar degree.
• A minimum of five (5) years of hands-on experience in developing complexity .NET applications including web Applications.
• A minimum of five (3) years of overall experiences in design of application, UI/UX, APIs, web, and integration for .NET projects.
• Highly proficient in .NET Core framework, MVC, ASP.NET, ADO.NET, C#/VB.NET, T-SQL.
• Highly proficient with RDBMS and SQL languages.
• Extensive experience in defining and implementing RESTful (API) services, JSON, XML, HTML/CSS and DOM.
• Experience with architecting and implementing secure solutions to comply with Federal standard security practices.
• Experience with Agile Scrum SDLC methodology.
• Working Knowledge of WebLogic Application Server, and SOA Suite.

• Operating System: Windows, Windows Servers, Solaris 11, RHEL 7
• Development Tools: Microsoft Visual Studio, Eclipse, ODBC/JDBC, ORM/Hibernate, Postman, and SoapUI
• Development Languages: .NET, T-SQL, HTML, CSS, JavaScript, Java, or Typescript
• Development Frameworks: MS.NET Framework/MVC, EJBs/J2EE 5/Spring Framework
• DevOps/CICD: Git/Gitlab, Jenkins, Confluence, Jira, and MS Team
• Database and Application Server: SQL Server, Oracle, or PostgreSQL, MS IIS Web Server
• Others: WAVE/JAWS for 508 Compliance, Microsoft Office 365, and VISIO

CLEARANCE:

• Individual shall possess or be eligible to receive and maintain a National Agency Check with Inquiries (NACI) clearance.

• Must be able to speak, read, write, and understand English.
• Ability to read, comprehend and explain instructions, letters, memos, emails, and correspondence from inside the organization as well as from external sources.
• Ability to effectively respond, communicate and present information to senior management, contracting officials, clients, and other employees in the organization.

REASONING ABILITY:

• Ability to organize work, define and solve problems, establish, and manage priorities, collect data, establish facts, and draw valid conclusions based on facts.
• Project Manager participates in prioritization of work and decision-making on allocation of resources.
• The incumbent must be able to analyze a situation analytically, evaluate the facts/data and formulate a plan of action.
