- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
A position filled at the GS-11 through GS-14 levels will have promotion potential to the NH-IV (GS-15 equivalent) level within the Acquisition Workplace Personnel Demonstration Project (ACQDEMO) system.
To be eligible for selection at the GS-11 level, the applicant must have at least one year of professional legal experience, or be a recent law school graduate with superior law student work or activities as demonstrated by: graduating in the top third of their law school class; work or achievement of significance on an official law review or journal; or a special high-level honor, e.g., winning a moot court competition, membership on the law school's official moot court team, or membership in the Order of the Coif.
To be eligible for selection at the GS-12 level, the applicant must have two years of relevant professional legal experience at the GS-11 (or equivalent) level or be a current GS-12 (or equivalent) attorney within the Federal government. Note that for GS-11 and GS-12 positions only, a second professional law degree (LL.M.) that required at least one full academic year of graduate study may be substituted for one year of professional legal experience.
To be eligible for selection at the GS-13 level, the applicant must have in excess of two years of relevant professional legal experience.
To be eligible for selection at the GS-14 level, the applicant must have at least three-and-one-half years of relevant professional legal experience.
To be eligible for selection at the NH-IV (GS-15 equivalent), the applicant must have at least five-and-one-half years of relevant professional legal experience.
Applicants will be evaluated on: (1) the depth, breadth, and quality of their relevant experience; 2) ability to work both independently and as part of a team; 3) ability to work well with clients and colleagues and develop strong attorney-client relations; and 4) written and oral communication skills. Experience in handling issues related to other Command Support practice areas will be considered a plus. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or Law Firm/Office beyond the day-to-day legal practice are desired.
To be eligible for selection, an applicant must be a U.S. citizen, have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia, be admitted to practice before a state or federal court and be eligible to obtain and maintain a Secret level security clearance.
Education
The successful applicant must have graduated with a J.D. or LL.M. from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.

There is an anticipated vacancy for a general attorney in the Command Support Legal Department of the Naval Air Systems Command Office of General Counsel. Command Support attorneys practice law predominantly in the area of Civilian Personnel Law (CPL) before the Equal Employment Opportunity Commission (EEOC) and the Merit Systems Protection Board (MSPB), ethics, environmental law, Freedom of Information Act/Privacy Act (FOIA/PA), procurement fraud/acquisition integrity, review and advise on legislative proposals and provide advice to various senior-level clients in the NAVAIR Headquarters on a variety of other topics including security matters and matters before the NAVAIR Inspector General. The successful applicants will counsel clients on the full range of Command Support topics and represent the Command in litigation before the EEOC and MSPB. Further, the incumbents must provide legal advice on applicable statutes, regulations, and policy guidance. The incumbents may also address other practice areas within the NAVAIR Office of General Counsel. The ability to forge strong working relationships with attorneys and clients alike is essential for program attorneys.
