 Ardent is seeking a GIS Architect to join our team.  

This is a remote role.

Ardent is looking for a dynamic Senior GIS System Architect with a strong interest in the future of the Homeland Infrastructure Foundation Level Data (HIFLD) geospatial database. Working with our federal client in DC, the role will facilitate and support the processes by which data products would be received, reviewed, managed, and stored by Integrity within a Government system using designated geospatial formats, schema, and packaging. The goal of the project is to propose an infrastructure solution to provide a front-end user-facing application to data stores housed in both DHS and DOI Cloud environments in coordination with the HIFLD Open and Secure data portals.

Duties:

  • Applies knowledge of enterprise IT needs to design improved processes, generate and capture user requirements and ensures solutions adhere to DHS Enterprise Architecture models, standards, and requirements.
  • Serves as an advisor and proposes changes to existing architectures to meet emerging DHS requirements, affect efficiencies in workflows, or improve outcomes.
  • Delivers complex information technology solutions with a particular understanding of complex geospatial integration.
  • This position also supports the development of processes and methodologies to enhance the overall software process.
  • Coordinate with the government to ensure all activities are in accordance with DHS geospatial standard operating procedures, federal doctrine, legal authorities, and DHS management directives.
  • Provide high-level architectural expertise in assessing and developing architectural products for enterprise and operational business lines.
  • Leverage internal platforms such as the GII to support and optimize HIFLD program-based infrastructure Leverage external platforms such as the GeoPlatform to support and optimize HIFLD program-based infrastructure
  • Apply expertise to make recommendations on network processing, client/server relational database structure, data storage, data access, systems integration, IT security, and application interfaces and solutions for network problems.
  • Develop architecture plans that ensure geospatial systems and solutions are optimized, resilient, scalable, interoperable, and based on open standards.
  • Develop and maintain technical architecture documentation and artifacts to support operations, maintenance, and migration/transition from an existing data center, cloud environment, or hosting environment into another data center, cloud environment or emerging hosting environment.

Qualifications: 

  • Report testing conclusions and recommendations to support test results.
  • Specialized experience as defined for this project includes the ability to Provide systems engineering and administration support to the DHS Geospatial Management Office.
  • Provide technical and analytical expertise designing, developing, enhancing, testing, debugging, and implementing GIS software in accordance with software development best practices.
  • Additional specialized experience defined as performing the above tasks on a previous government project.
  • Specialized experience should be clearly demonstrated on the resume.
  • Ability to attain DHS Entry on Duty (EOD)
Responsibilities:

  • Perform system design, from development through decommissioning, to meet DHS mission goals and HIFLD program objectives, to include: New geospatial systems to include Esri-based data portals, applications, web pages, data repositories, and user interfaces among others
  • Enhancements of existing geospatial systems
  • Interconnections and applications to support cross-domain workflows between new or existing geospatial systems
  • Assess geospatial business objectives, conduct gap analysis of existing versus needed capability, and identify functional and technical requirements
  • Perform research on emerging geospatial technologies to support proof-of-concept (POC) capabilities and identify future solutions for enterprise and operational business lines
  • Evaluate technical trends and provide recommendations for technology and architecture to meet business requirements and support analysis of alternatives for best fit
  • Coordinate with the government to ensure all activities are in accordance with DHS geospatial standard operating procedures, federal doctrine, legal authorities, and DHS management directives

  • Develop and maintain technical architecture documentation and artifacts to support operations, maintenance, and migration/transition from an existing data center, cloud environment, or hosting environment into another data center, cloud environment or emerging hosting environment
  • Design, implement, operate and maintain long-term architecture solutions such as: Data repositories based on cloud infrastructure) on DHS internal and external networks as approved by the Government
  • Geodatabase warehouse(s) to include (but not limited to): access methods, access time, device allocation, validation checks, organization, protection and security, documentation and statistical methods
  • Related user interfaces and applications that facilitate desired access and functionality to geospatial resources
  • Perform test and evaluation tasks to verify attainment of technical performance and validate required operational effectiveness and suitability of geospatial systems during all phases of design, development, and integration including: Develop testing criteria based on Operational Requirements and Key Performance Parameters
  • Develop test plans and test scripts to ensure that the integrity and security of the system(s) are adequately protected, and user requirements are met in accordance with (IAW) DHS Procedures for Operational Test and Evaluation of Cybersecurity
  • Conduct Developmental and Operational Testing (DT & OT) as required by DHS Instruction Guide 026-06-001-01 Test and Evaluation Master Plan for Government acceptance
