Job Description

Summary

The incumbent handles all information gathering/dissemination activities under the Freedom of Information Act (FOIA) for the Office of the Assistant Secretary for Administration and Management (OASAM). Reports to the Program Specialist who reports to the Director, Office of Strategic Operations (DOSO) and serves as the Government Information Specialist for OASAM FOIA providing administrative advice and guidance to staff located within OASAM centers.
This position is Outside the bargaining unit.

  • Must be a U.S. Citizen.

  • Requires a probationary period if the requirement has not been met.
  • Candidate required to obtain the necessary security/investigation level.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Specialized Experience for this position is defined as: Experience analyzing requests for information and records under the Freedom of Information Act (FOIA); Researching and preparing responses to requests for release of information; Consulting with program officials about concerns program officials may have about the release of records; Interpreting and applying applicable statutes, rules, regulations, and executive orders as they pertain to FOIA requests and program management; Providing guidance to agency employees in the proper handling of complex requests; Coordinating with internal and external stakeholders to include program offices, submitters of records, and requesters of these records to find mutually acceptable solutions.

Education

There is no substitution of education for experience at the GS-13 level for this position.
