DCSA's Privacy, Civil Liberties, and FOIA (PCLF) office is seeking a Government Information Specialist (GIS) to serve in the release/referral of records in response to Freedom of Information and Privacy Act requests, and Conditions of Disclosure or Routine Use provisions for sharing information with other Federal government agencies. Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-07 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: researching, analyzing, and evaluating data for response to information requests made by first parties, third parties, or other government entities; researching information systems and/or record sets to identify and locate documents responsive to information requests; reviewing responsive records, identifying information that is not releasable, drafting response correspondence to requesters, and assembling release packages; assisting with records management activities, to include maintaining a records inventory and performing database management or a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Specifically you will be evaluated on the following competencies:

Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

3. Program Management: Applies the principles, methods, or tools for developing, scheduling, coordinating, and managing programs, projects and resources

4. Technical Credibility: Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.

Education

If substituting education for experience at the GG-09 level, you must possess a masters or equivalent degree OR 2 full years of progressively higher graduate education leading to such a degree, OR LL.B. or J.D., if related.

If substituting or combining education for experience, transcripts MUST be provided. Failure to provide transcripts will result in you being rated ineligible for this position.

Superior Academic Achievement does not apply to DCIPS positions.

VETERANS PREFERENCE/CURRENT OR FORMER FEDERAL
In accordance with DoD Instruction 1400.25, Volume 2005, veterans preference is not required to be applied when considering candidates with prior Federal competitive or excepted service who have completed a probationary or trial period and have not been separated for cause.
