Location: Boston, MA

POSITION SUMMARY:

Responsible for the grant activities of the department, both before and after the awards process. Establishes standards and deadlines for proposals, reviews proposals for completeness, and ensures compliance with organizational or foundation standards. Maintains records of funding sources and disbursements. Ensure that all grants activity is organized, budget compliant, and accurately reported. Collaborates with Finance and Grants Management to ensure integrity of financial transactions and contractual agreements.

JOB RESPONSIBILITIES:

  • Advises faculty members on the appropriate response to funding opportunities; Reviews and interprets proposal guidelines and sponsor expectations.
  • Acts as administrative resource to research investigators, provides assistance, guidance and counsel during development, pre-submission administrative review, management, authorization and transmittal of grant and contract proposals to funding agencies to verify/ensure ongoing compliance with all applicable regulatory and financial compliance requirements.
  • Ensures that submissions are in compliance with agency and institutional policies, interpret grant and contract requirements/regulations and funding agency guidelines, and prepare, analyze and revise detailed proposal budgets. 
  • Collects all compliance documentation (FCOI, IRB, etc) associated with new applications and non-competing progress reports. Coordinates proposal submission by acting as liaison between PI and Sponsored Programs Administration Office to resolve pressing concerns in a timely manner.
  • Works with investigators and their staff on reviewing and submitting Just-in-Time information to sponsor prior to the grant and contract application funding.
  • Reviews and/or facilitates the review and execution of all sponsored programs agreements and modifications. Reviews and submits project and/or program technical reports, prior approvals, and other non-financial documents to the sponsor on behalf of investigators.
  • Evaluates and processes departmental requests to issue subawards. Collects all necessary information for inclusion in agreement. Uses appropriate BMC subaward template, incorporating key information, sponsor’s terms and conditions, routes draft for internal review and signature. Responds to subrecipient questions, clarifying and facilitating through execution.
  • Develops monitoring plans, including risk assessment, risk level determination, additional terms to address risk areas, and monitoring during the subaward.
  • Coordinates the review and execution of related agreements (material transfer agreements, data transfer/use agreements, etc.) for research and service programs. Serves as the liaison for research legal counsel and serves as the department administrator's contact for all agreement issues. 
  • Facilitates Purchase Orders (PO) requests for new subawards and amendments by extension/increase or reduction/decrease commensurate with the prime agreement. Issues agreement modifications to subrecipients as requested by PIs and department administrators.
  • Interprets subcontracts to identify those requiring Federal Funding Accountability and Transparency Act (FFATA) report submission, completes FFATA reports on behalf of BMC.
  • Assists in preparing and delivering trainings to PIs and department staff. Also participates in departmental training for Sponsored Programs Administration staff.

JOB REQUIREMENTS

EDUCATION:

  • Bachelor’s degree in a related field, or equivalent preferred.

EXPERIENCE:

  • Three years of relevant work experience in the area of grants administration.
  • Prior knowledge of grant management system: InfoEd, and other sponsor portals

KNOWLEDGE AND SKILLS:

  • Requires extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities.
  • Full facility with Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration.
  • Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Ability to manage high volume and complex transactions.
  • Experienced with all types of award mechanisms, including grants, contracts, subcontracts, cooperative agreements.
  • Ability to interpret policy for others. Stays current on compliance regulations in all areas of research administration.
  • Able to work with Microsoft applications, including Excel, Word, PowerPoint, Access, etc. Strong analytical, time management, customer service and organizational skills
