Summary
This position is located in the Policy Division, Criminal Justice Data Improvement Programs Unit. The incumbent is responsible for the day-to-day management of grants related to state criminal history record improvement and the development and support of criminal justice data at the state and federal levels.

Qualifications
Grade 11:
Qualifying experience for the GS-11 level includes one year of specialized experience at least equivalent to GS-9 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of experience include researching or analyzing established administrative issues in order to evaluate the adequacy of grants/assistance policies and procedures; preparing, processing, issuing, and tracking grants/assistance wards; evaluating grants/assistance applications, plans, and estimates; and serving as liaison between the Government and awardee organization.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Experience requirements at the GS-11 level may be met by three (3) full academic years of progressively higher level graduate education or the successful completion of a Ph.D. or equivalent doctoral degree.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
TECHNICAL QUALIFICATIONS:Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following Technical Qualifications.
-- Ability to plan and execute work.
-- Ability to communicate effectively other than in writing.
-- Knowledge of the laws, regulations, rules, policies, procedures, and methods governing Federal grants, cooperative agreements, and awards.
-- Ability to apply analytical methods and techniques in the identification and resolution of grant and/or cooperative agreement administration issues.
-- Ability to communicate in writing.
-- Knowledge of financial methods, procedures, and practices used in grants and cooperative agreements.
-- Ability to provide advice and guidance on grant and cooperative agreement policies, Standard Operating Procedures, and guidelines.

This position has a duty station of Washington, D.C. The selectee will be required to physically report to the OJP office building at least four (4) days per bi-weekly pay period and may incorporate leave and official travel plans into this reporting requirement. The office director or supervisor may request the selectee's presence in the office more frequently, as determined by the needs of the office. The selectee will be responsible for covering all commuting-related travel expenses. OJP employees are eligible for one transportation benefit - parking or the Department of Justice (DOJ) transit subsidy.
