CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience with laws, regulations, policies, procedures, program objectives, governing the administration of federal grants, cooperative agreements and awards to award, administer, manage grants, cooperative agreements, or other related instruments.
  • Experience with designing, developing, implementing and interpreting grants/assistance management policies, procedures. 

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience with laws, regulations, policies, procedures, program objectives, governing the administration of federal grants, cooperative agreements and awards to award, administer, manage grants, cooperative agreements, or other related instruments.  
  • Experience with designing, developing, implementing and interpreting grants/assistance management policies, procedures. 
  • Experience with concepts, principles and practices in program and analytical and statistical techniques (qualitative and quantitative) to act on specific matters assigned for disposition. situations, as required.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Grants Management - Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements. Grants Management Laws, Regulations, and Guidelines - Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence.
  • Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
  • Oral Communication  - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical. Ability to communicate effectively in both oral and written form. Ability to handle difficult and stressful situations with professional composure.
  • Analytical - Payroll analysis and projections, monitoring and reviewing all budget, working capital fund, and payroll activities of all· Washington Offices, the five Maritime Administration Region Offices, the three Ready Reserve Fleets, and the Merchant Marine Academy.
  • Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.

The agency has the option of extending a term appointment up to the 4-year limit.
