Department Summary:
MITRE's Center for Government Effectiveness and Modernization, P850 Veterans Affairs Health Systems and Transformation Division, P852 VA Enterprise & Healthcare Operations Transformation Department is seeking a motivated and creative Group Leader (GL) with experience in VA health administration, healthcare operations, healthcare analytics, or health transformation. This GL position will lead the Department's Organizational Management Group. As a member of the department's leadership team, you will lead the discovery of new possibilities and create opportunities to optimize operations within Veteran Affairs and Veterans Health Administration (VHA). We are looking for a GL who is motivated by the opportunity to join our department leadership team and champion the continued high performance and professional growth of our staff. As a GL, you will be a first-line supervisor responsible for developing and growing MITRE's talent and participating as an active member of the department leadership team. The GL duties are anticipated to comprise a level of effort of approximately 5 to 10 percent. GLs spend the remainder of their time, 90-95 percent, as a team member or leader on one or more projects associated with the division or department capabilities.

- Serving as a trusted advisor to senior leadership within the VA Central Office (VACO), VHA leadership, and the field to seamlessly design, integrate, and execute VA Strategic Imperatives.
- Deploying multidisciplinary teams across VA to partner in new program implementation and existing program enhancement;
- Identifying and creating innovative solutions for improved Veteran care, services, and outcomes; and
- Securing VA enterprise recognition of MITRE as their trusted FFRDC operator.
Key Functions of this role include:
Staff Development, Engagement, and Recruiting:
- Serve as first line direct supervisor focused on staff performance management and development for a group of approximately eight individual contributors (primarily system engineers and organizational change management professionals) within the P852 Department.
- Create a team culture that empowers speed, risk-taking, adaptability, grace and respect, and collaboration by modeling and encouraging these cultural attributes.
- Provide an inclusive and welcoming environment for all.
- Mentor group members to understand their career objectives, and to identify opportunities and development resources to grow professionally.
- Advise group members to develop goals that are measurable and have impact for MITRE and the sponsor.
- Track and assess group member performance and provide timely and relevant feedback to support ongoing development.
- Forecast workforce levels and skillset demands and support department talent acquisition efforts.
- Engage in staffing activities to match projects and staff, utilizing your network of MITRE connections.
- Recognize and celebrate outstanding contributions of group members.
Performance and Quality Management:
- Participate in regular discussions with project and task leads to ensure mutual understanding of expectations, performance, and growth opportunities.
- Provide appropriate interventions and coaching when needed.
- Mentor group members to understand their career objectives and to identify opportunities and development resources to grow professionally.
- Exhibit understanding of, and commitment to, the relevant line items within the "Growing our Organization" component of the MITRE Good Growth Strategy, especially a commitment to sharing our knowledge for the betterment of the organization.
- Participate in the annual performance management cycle activities and pay actions.
- Identify opportunities to recognize and reward group members' accomplishments.
- Engage in regular CLEAR Conversations to create positive atmosphere for group members to develop realistic goals that capitalize on strengths and interests.
- Advocate for group members to identify opportunities for career experiences and developmental opportunities.
- Engage in staffing activities to match projects with staff competencies and identify stretch assignments to develop new skills.
Organizational Leadership:
- Support staff members in understanding the structure, mission, strategy, and related organizational concepts for CGEM and P850.
- Serve as a catalyst to enable effective collaboration and communication between staff and Project/Task Leaders.
- Serve as a proactive liaison between staff and Department/upper management; seek collaboration opportunities across work program portfolios; and facilitate open sharing of program and/or technical area knowledge with other managers and staff.
- Assist the DH and other GLs in the collaborative process of steering the department, and function as a part of the extended Division Management Team.
- Participate in the leadership and management of the department's personnel activities, including identification, recruitment, development, and retention of personnel required to realize the department's mission, vision, strategy, goals, and objectives.
- As a member of the Department Leadership Team, actively engage in workforce shaping and work program development, maintain awareness of emerging technical issues and opportunities, help in forecasting workforce levels and skillset demands, and support department talent acquisition efforts.
Minimum Qualifications:
- Typically requires a minimum of 10 years of related experience with a bachelor's degree; or 8 years and a master's degree; or a PhD with 5 years' experience; or equivalent combination of related education and work experience.
- Lead or Principal step in MITRE Career Growth Model.
- Broad knowledge of the division/department's work with the ability to make connections across work programs and across the corporation.
- Demonstrated desire to work with and to mentor staff and to serve in a management role.
- Strong communications skills (verbal, written, briefing) and ability to communicate effectively to a variety of audiences across MITRE.
Preferred Qualifications:
- Master's or comparable relevant technical experience (Engineering, Systems Engineering, Computer Science, Public Health, Health Informatics, Organization Development, etc.).
- 2 years' experience in a leadership role (e.g., Task Lead, Project Lead, etc.).
- Preferred candidates will be recognized by middle and senior management as a thought leader
