Department Summary:

The HLSC Homeland Security Enterprise (HSE) Division, Cybersecurity Capabilities Department is seeking a Group Leader who will be responsible for first line supervision of 4 to 6 early career staff members in the Applied Engineering Group. The Department provides cybersecurity engineering, cybersecurity risk management, and applied cybersecurity engineering support to the Department of Homeland Security's Cybersecurity and Infrastructure Security Agency (CISA), the Department of Energy, and to energy sector entities.

The Group Lead will focus on staff development, coaching, mentoring, and supervising assigned early career staff. The Group Lead will also work with the Department Manager to define the strategic direction of the Department, identify technical capability development opportunities, shape the Department's evolution, and identify/shape business opportunities with the Department's varied sponsor base. This will also include support for all aspects of department hiring and specific help developing employee skills in the new capability areas.

Roles and Responsibilities:

The Group Leader will have the following job responsibilities:

  • Assist or lead in recruitment and securing staff for MITRE projects and task orders.
  • Serve as a direct supervisor for assigned staff.
  • Conduct regular technical development conversations; identify appropriate work opportunities; mentor and advocate for staff; facilitate routine administrative actions; provide recognition, guidance, and advice; and assess staff.
  • Mentor early career staff on career development, educational and training opportunities, and work to provide developmental assignments in support of Department and employee's skill needs.
  • Develop department on-boarding and development programs for new staff; identify training and educational progression by skill level.
  • Communicate on a regular basis with work leaders on group member performance in order to provide constructive feedback and support career development. Leverage these work leader relationships to match projects with staff competencies and identify stretch assignments to develop new skills.
  • Support department and division operational functions as requested by department manager.
  • Foster effective and timely communication and collaboration in your staff members. Proactively seek opportunities for staff members to collaborate and communicate across portfolios.
  • Assist the DH in establishing and executing upon a department vision and strategy for the Emerging and Future Technologies capability.
  • Engage in work program development with the Department Manager; engage and advise HLSC Project Leaders, as needed.

Minimum Qualifications:

  • Strong desire and demonstrated ability to lead and supervise early career staff.
  • Strong verbal and written communications skills and excellent interpersonal skills.
  • Must have DHS Fitness or ability to obtain it as evidenced by an existing DoD or other USG clearance.
  • Typically requires a minimum of 10 years of related experience with a Bachelor's degree; or 8 years and a Master's degree; or a PhD with 5 years' experience; or equivalent combination of related education and work experience.

Preferred Qualifications:

  • Previous MITRE Group, Project, or Task leader experience in cybersecurity-related technical areas.
  • Recent DHS CISA work experience.
  • Bachelors in one of the following disciplines: Cybersecurity, Information Assurance, Electrical, Computer or Systems Engineering, Information Systems, or similar technical field and 10+ years of related experience, including 5 years of leadership experience.
