GENERAL FUNCTION: Responsible for providing strategic direction, leadership and vision while optimizing business performance, managing risk and maintaining industry best practices within Collateral Administration. Collateral Administration encompasses the following groups: Document Recording and Exceptions, Commercial Collateral Administration, Consumer Collateral Administration, Document Administration and Government/Private Investor Custodial Operations. This role requires a high level of collaboration and has end to end responsibility for all functions and third parties that provide services or support to the business, despite indirect ownership of where the process resides within the organization.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Sets the strategic direction for cross functional groups that contain a multitude of different products, services, operating systems, customers, and procedures used to manage day to day operational activities for collateral administration.
  • Oversees the design and execution of all strategic initiatives for the business, with a strong focus on operational excellence, LOB new product strategies, digitization, and customer experience.
  • Maintains oversight of critical functions through receipt of daily, weekly and monthly reporting, modifying procedures and staffing as needed to support departmental goals.
  • As head of custodial services, executes all custodial documents and agreements on behalf of the bank, investors and government agencies as required.
  • Provides oversight for the mortgage custodial vault functions to ensure effective procedures, regulatory compliance and reporting as well as certification, system integration management, compliance risk management and strategic planning.
  • Drives service level agreement performance for investor sale timetables and certification of loans and mortgage servicing rights. Ensures effective management of all investor relationships regarding custody of sold collateral and the return of master mortgage and acquisition documents for mortgage products.
  • Monitors portfolio performance by segment for opportunities to mitigate losses and generate recoveries by working directly with applicable internal and external business partners.
  • Ensures that risk is continuously reevaluated; makes appropriate recommendations to mitigate or reduce risk potential.
  • Works with appropriate parties to ensure that any self-reporting requirements to investors, insurers or guarantors are addressed.
  • Collaborates closely with internal and external auditors, providing timely feedback and taking appropriate actions as warranted to ensure a satisfactory outcome.
  • Senior level approver of complex collateral exceptions that stem from litigation and/or pose high level risk or exposure to the Bancorp. Represents the bank in settlement of issues and complex transactions that require intricate understanding of collateral processes, compliance, legal, regulatory and investor mandates.
  • Full oversight of consumer, commercial, and mortgage file storage and safekeeping in conjunction with conversion of paper file to electronic medium.
  • Bancorp sales or merger activity, including mortgage assignment, document services/transfers, merger documentation, mortgage servicing rights, recording and storage, etc.
  • Builds and maintains robust, periodic operating rhythms with the lines of business and other partners to discuss key changes within the collateral processes that affect ongoing Bancorp and line of business strategic financial initiatives.
  • Monitors changes in mortgage, consumer and commercial industry practices and ensures that technological, risk and compliance needs are met.
  • Proactively communicates with investors, insurers and other guarantors to ensure alignment of plans and procedures to their requirements and guidelines.
  • Maintains optimum efficiency and cost effectiveness while ensuring that production and SLA standards are met.
  • Monitors and evaluates performance/results of vendors against SLA agreements, seeking continuous improvement related to risk management.
  • Promotes teamwork and the cross training of employees. Fosters a work environment that rewards new and innovative ideas and encourages creativity at all levels.

SUPERVISORY RESPONSIBILITIES:

Responsible for providing employees timely, candid and constructive performance feedback; developing employees to their fullest potential and provide challenging opportunities that enhance employee career growth; developing the appropriate talent pool to ensure adequate bench strength and succession planning; recognizing and rewarding employees for accomplishments.

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Bachelor's Degree required. Graduate Degree preferred.
  • 10+ years experience in Operations management, banking operations or related business experience.
  • 10+ years leading/managing at the mid to senior level.
  • Diverse knowledge of the financial and banking industry including products, process flow, vendors, and production systems. Direct consumer, commercial or mortgage experience a plus.
  • Understanding of OCC and investor guidelines and requirements for establishing risk-based safekeeping and control of collateral documentation in physical and electronic formats.
  • Ability to operate at all levels of the organization, and to both motivate and influence others that are often in a more senior position.
  • Able to communicate to all employee levels ranging from non-exempt employee to Executive.
  • Human Resource management skills including the ability to develop managers and provide career guidance.
