Job Description
Summary
The Congress relies on CBO's work to prepare its annual budget plans, review the President's budget proposals, and evaluate the budgetary effects of legislation. CBO's health analysts work closely with Congressional staff and federal agency officials; they have wide-ranging responsibilities and often contribute significantly to legislative and budgetary processes. For this role, The analyst will focus mainly on policies pertaining to Medicaid and CHIP.

Qualifications
Proficiency in developing and maintaining Excel-based models;
Strong oral and written communication skills, especially the ability to explain complex material clearly and concisely to colleagues, Congressional staff, Members of Congress, and other interested parties;
Ability to work on several projects simultaneously and to complete projects under tight deadlines;
Ability to work both independently and collaboratively;
Ability to learn new programmatic concepts quickly and with limited supervision; and
Desire to contribute to policy analysis in a nonpartisan setting.
The following are desirable but not required:
Knowledge of the Medicaid and CHIP programs;
Knowledge of mental health and substance use disorder policy;
Knowledge of health care financing, other federal health care programs, or federal assistance programs;
Knowledge of federal budgetary, legislative, and regulatory processes;
Experience with data analysis software, such as Python, R, SAS, or Stata; and
Experience using survey data or other large data sets to analyze health policy.

Education
EDUCATION:
Applicants must have a graduate degree in public policy, public administration, public health, economics, statistics, or a related field; or a bachelor's degree in one of those fields and at least four years of relevant work experience and a strong interest in health policy.
