- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This will not exceed 14 days per year unless otherwise approved in advance by the TAG.
Qualifications
SPECIALIZED EXPERIENCE / EDUCATION is experience or education which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position.
To qualify for this position at GS-09, you must meet the Specialized Experience, Education, or a combination of both as described below:
Specialized Experience - Must have at least 1-year specialized experience equivalent to at least the next lower grade, GS-07. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Other examples of specialized experience includes: oversight, administration, and implementation of policies pertaining to state medical affairs, and exercise of programs such as: Line Of Duty (LOD) Investigation Program, Incapacitation Pay Program, Active Duty Medical Extension (ADME) Program, MOS Medical Review Board (MMRB) Program, Medical Disqualification Program, Follow up Health Care Program, Medical Claims Processing Program, Medical Travel and Orders Program, Medical Evaluation Board (MEB), Physical Evaluation Board (PEB), Human Immunodeficiency Virus (HIV) Screening Program, Immunization Program, routine and special physical examinations and waivers, Weight Control Program, and Over-40 Medical Screening Program. Responds to inquires and various correspondence on health services issues and maintains an action file on all responses. Reviews, evaluates, and interprets regulatory guidance, policies, and procedures applicable to the health services programs.

Education - Possess a master's, an equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree. Qualifying education includes course work in fields closely related to Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, or other business-related equivalent. NOTE: In order to be considered for this position using education as a basis of qualification, you must submit a copy of your transcripts.
OR
Combination - A combination of Specialized Experience and Education as described above. Only graduate education in excess to 1 full year of graduate level education may be used when combining education and experience to meet the total qualification requirements. NOTE: In order to qualify for this position using a combination of experience and education, you must submit a copy of your transcripts.
EXPERIENCE REQUIREMENTS:
Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. The duties listed must fully substantiate -in your own words- that you meet the minimum requirements and specialized experience listed above, in detail; otherwise, you will not be considered qualified for this position.
Length of time is not of itself qualifying. Your experience will be evaluated on the basis of duties performed. Your record of experience, training, and education must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position:
--Knowledge of the regulations, policies, and procedures that impact the various programs overseen in order to evaluate and resolve procedural problems experienced in the state Medical Health Program.
--Knowledge of the full range of programs sufficient to advise management on the impact the current status individuals or groups may have on organizational requirements and activities i.e. physical readiness, training, testing; LOD investigation status and results; upcoming review boards or the status of the boards; etc.
--Ability to analyze the problems encountered and the skill to communicate, either orally or in writing, the recommendations to the parties involved i.e. all levels of management, individual military members, or the outside agencies or health care facilities that may be involved such as Tri-Care or local health facilities.
--Knowledge of the laws and privacy requirements concerned with the release of individual's medical information.

- NOTE: A retired member of the Armed Forces may not be appointed to a DOD civilian position within 180 days after retirement, without a TAG approved waiver, in accordance with DoDi 1402.01, Employment of Retired Members of the Armed Forces, dated 09 Sep 2007 and National Guard Appointment for Retired Members of the Armed Forces Memo, dated 18 Jan 2019.
- If you are a male applicant who was born after 12/31/59 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency.
- Cost of Living Allowance (COLA): Entitled to 1.69% COLA in addition to base salary, subject to change.
- Direct Deposit Program: If selected for technician position with the Alaska National Guard, you will be required to participate in the Direct Deposit Program. (Salary will be automatically deposited to bank/credit union account).
- Veterans' Preference: a copy of your DD Form 214 which must include character of service or a Statement of Service/Proof of Service which must include service dates and character of service. In addition, if claiming 10-point preference you must submit a VA Letter or a disability determination from a branch of the Armed Forces (or documentation of purple heart, if applicable) and a SF 15 (Application for 10-point veteran preference).
Veterans Information: Veterans' preference must be validated by formal submissions including all necessary supporting documentation. You must provide acceptable documentation of your preference or appointment eligibility. Acceptable documentation may be:
1. A copy of your DD-214, "Certificate of Release or Discharge from Active Duty," which shows dates of service and discharge under honorable conditions.
2. A "certification" that is a written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date the certification is signed.
3. You may obtain a letter from the Department of Veterans Affairs reflecting your level of disability for preference eligibility by visiting a VA Regional Office, contacting a VA call center or online.
NOTE: Prior to appointment, an agency will require the service member to provide a copy of the DD-214.
