Required Skills:

1.Five years of management consulting experience.

2.Five years of experience with business analysis.

3.Five years of experience with facilitating and developing a project plan based on recommendations and findings of a business process gap analysis.

4.Five years of experience communicating project updates both orally and in written form with program staff and executive management.

5.Ten years of experience working in Public Health.

Responsibilities:

1.Meet with the Department within 45 business days of issuance of the Purchase Order to begin project initiation, expectations, and outcomes, identify staffing and discuss project management plan. A summary of the meeting must be submitted to the Department contract manager and section administrator within 30 business days following the meeting. The meeting summary must document the following:

1.1.Date of meeting;

1.2.List of meeting attendees;

1.3.Summary of information discussed during the meeting; and

1.4.Tasks and due dates

2.Serve as a RFA Consultant providing technical assistance, coordination, and support to the Department’s program offices as directed by the Department to plan, draft, revise, route, and finalize the RFA from inception through posting and final award of providers of services and submit monthly report on progress.

3.Conduct a review of previous RFA documents and Department policies and processes to ensure that RFA documents prepared by the Consultant are in compliance with current statues, policies and procedures, as directed by the Department.

4.Construct and assemble data for decision making by the Department in a timeframe directed by the Department.

5.Develop timeline(s) for planned RFA in a timeframe directed by the Department for review and approval.

6.Meet with Department Program staff to draft RFA documents as requested by the Department.

7.Develop RFA documents based on the approved timeline(s) for review and approval by the Department. Revise documents as directed and submit final documents to the Program office for review and approval.

8.Develop conclusions and present summaries of work progress and work completed as directed by the Department.

9.Prepare informational reports as requested by the Department.
