The Heavy Mobile Equipment Mechanic performs duties related to the repair, maintenance, & operation of heavy-duty vehicles and equipment; and other technical support duties at a Field Office, Operations and Maintenance Division, Operations Department of the United States Section, International Boundary and Water Commission (USIBWC).

Conditions of Employment
- You must be a U.S. Citizen or Naturalized U.S. Citizen.

- You must obtain and maintain a favorable background investigation.
- You may be required to serve a one-year probationary period.
- You must possess and maintain either upon entrance on duty or within 6 months of appointment a hazardous material (HAZMAT) and Tanker endorsement issued by a U.S. state, the District of Columbia, or a U.S territory.
- You must possess and maintain, a valid Class A or B Commercial Driver's License (CDL) that a U.S. State, the District of Columbia, or a U.S. territory has issued to operate various vehicles and equipment of both automatic and manual transmissions.
- You must pass a pre-employment drug test and pass periodic testing thereafter. A positive result will prevent employment OR subject the incumbent to disciplinary action or removal from the position.
- You must successfully complete a pre-employment medical examination.
- You must be able to lift up to 44 pounds unassisted, and 45 pounds or more assisted.
- You may be required to use a face-fitted respirator.
- You may be subject to adverse weather conditions and temperature extremes.
- You must obtain and maintain direct deposit of your federal pay.
- You must be able to sustain periods of substantial walking, bending, stooping, standing, crouching, stretching, and reaching which will be evaluated during the pre-employment medical examination.
- You may be required to work overtime.
Qualifications
Minimum Qualification Requirement - To qualify, there is no specific length of training or experience required; however, your resume must demonstrate enough experience to show your ability to perform the duties of a Heavy Mobile Equipment Mechanic (Open Until Filled) without more than normal supervision.
Examples of experience include: performing repairs, modifications, and rebuilding heavy duty vehicles and/or heavy mobile equipment which have mechanical, hydraulic, pneumatic, fuel, electronic features; checking tires for punctures, cracks, tread wear, and repairing or replacing tires as necessary; using various measuring instruments such as wrenches, brake tools and screwdrivers to make determination on heavy duty vehicles or heavy mobile equipment; skill in using diagnostic equipment such as engine analyzer, dynamo meters, techno meters, gages, circuit testers, micrometers, and dial indicators; interpreting parts lists, technical repair manuals, diagrams, illustrations, specifications, electrical schematics and similar guides; operating a motor vehicle such as a pickup truck to pick up or deliver supplies and parts; and complying with all federal and organizational/agency safety rules and regulations.

Part-Time or Unpaid Experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. to receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.
Physical Requirements: Heavy mobile equipment repairs require the incumbent to engage in heavy physical exertion, including the following: working in tiring or uncomfortable positions for long periods; frequently standing, bending, reaching, stretching, climbing, and crouching; working on top of, under, and in tight compartments of vehicles in cramped or awkward positions; performing strenuous work while standing, lying, or sitting; engaging in unassisted lifting and carrying of items weighing up to 44 pounds, and lifting and moving heavier items with the assistance of other workers or with lifting devices such as jacks, hoists, and cranes; exerting heavy physical effort in pushing, pulling, and positioning parts, assemblies, and equipment; and periodically working from ladders or work platforms at varying heights.
Working Conditions: Work under the following actual or potential conditions: both inside and outside under all weather conditions, including in mud or snow and in wet or icy areas; exposure to drafts, changing temperatures, and constant noise in a shop; exposure to irritations and discomfort from dust, grease, heat, and fumes; working on mechanical parts and systems which are dirty, oily, or greasy; and is subject to cuts, bums, chemical irritations, bruises, electrical shock, and injuries from falls while repairing, positioning, and moving equipment. The incumbent must follow prescribed safety practices and use safety equipment such as protective hearing devices, hard hats, hard-toe shoes, gloves, respirators, and protective clothing.
