Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing laws, regulations, policies, concepts, and principles to provide expert management, guidance, and advice regarding operation, acquisition, maintenance, and disposal of housing assets; 2) Developing plans for housing projects and facilities, directives, and administrative guides suitable to the region; 3) Researching local/regional housing market trends, construction methods, techniques and costs, design features, and supply and demand for long-range housing management plans; and 4) Identifying and applying the latest and most advanced modern management and planning techniques to solve a wide range of complex problems from multi-family housing facilities of varied architectural design, condition, and age.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of experience, the following education requirements may be substituted.

Ph.D. or equivalent doctoral degree;

or

3 full years of progressively higher level graduate education leading to such a degree;

or

LL.M., if related.

Equivalent combinations of education and experience are qualifying.

This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

This position is covered by the Department of Defense Priority Placement Program.
